Job Description
JOB SUMMARY
The Project Manager – Expert provides strategic leadership andproject management expertise for Information Technology Services’Campus Relations and Communications team. This position leads andmanages complex projects, related project groups, and projectportfolios by evaluating priorities, resource requirements,financial considerations, risks, and alignment with organizationalgoals. The role develops and maintains a centralized leadershipproject portfolio to support project planning, task management,reporting, and product delivery. This position also serves as asubject matter expert and mentor, promoting consistent projectmanagement practices and effective collaboration among leadership,functional teams, clients, and project stakeholders.
PRIMARY RESPONSIBILITIES
- Develop comprehensive project plans addressing scope, budget,schedule, quality, resources, risks, communications, changemanagement, and procurement.
- Build and maintain collaborative project workspaces and acentralized leadership portfolio for projects, tasks, anddeliverables.
- Evaluate projects and portfolio priorities based on strategicgoals, funding, resource availability, operational needs, and otherorganizational constraints.
- Coordinate with functional managers to identify projectresources, establish availability, maintain resource calendars, andassign project responsibilities.
- Support procurement activities and coordinate required technologysecurity reviews or audits.
Project and Portfolio Planning – 40%
- Prepare project charters defining business requirements,objectives, scope, anticipated outcomes, resource needs, and keystakeholders.
- Obtain review, approval, and priority assignment from functionalleadership, executive sponsors, and business leaders.
- Coordinate project requirements and dependencies with affectedfunctional directors, managers, and stakeholders.
- Partner with fiscal management to develop funding estimates forcapital and other applicable projects.
- Provide project management guidance, mentoring, and subjectmatter expertise to project teams and organizational leaders.
Project Governance and Authorization – 25%
- Establish project baselines and manage project execution inaccordance with approved scope, budget, schedule, and qualityexpectations.
- Maintain project schedules, monitor progress, and prepare clearand timely status reports for leadership review.
- Evaluate proposed changes to project scope, cost, or completiontimelines and submit significant changes for approval.
- Identify, monitor, and mitigate project risks, issues,dependencies, and barriers throughout the project lifecycle.
- Review project deliverables and advise functional managersregarding quality concerns, defects, or corrective actionneeds.
Project Execution, Monitoring, and Control – 20%
- Confirm that project deliverables meet approved customerrequirements, quality standards, and completion criteria.
- Prepare and submit project closure documentation for leadershipand sponsor review and approval.
- Document project outcomes, lessons learned, and recommendedimprovements in the collaborative project workspace.
- Coordinate post-project reviews or Project Management Officeaudits when appropriate.
- Promote the consistent application and ongoing improvement ofproject and portfolio management practices.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS
Work is primarily performed in a professional office andtechnology-supported environment with regular interaction withcampus leadership, clients, functional managers, project teams,vendors, and other stakeholders. The role requires prolongedcomputer use, participation in virtual and in-person meetings, andthe ability to communicate and exchange detailed projectinformation. The position involves sustained attention, analyticaldecision-making, organization of multiple priorities, and effectiveperformance in a deadline-driven environment.
SUPERVISORY RESPONSIBILITIES
This position does not typically have direct supervisoryresponsibility but provides functional leadership, mentoring,project direction, and task coordination for cross-functionalproject teams. The position may assign and monitor project work incollaboration with functional managers, but does not independentlyperform formal personnel actions unless otherwise designated.
Shift
Working hours: 8 am - 5 pm. Monday through Friday
Minimum Qualifications
- A Bachelor's degree or an equivalent combination of educationand experience and 4+ years work experience from which comparableknowledge and skills can be acquired is necessary.
- PMP Certification Required
Preferred Qualifications
- A bachelor’s degree in Project Management, Business, InformationTechnology, Computer Science, or equivalent experience.
- At least 5 years of experience
- Excellent communication and interpersonal skills with the abilityto build and sustain positive relationships with ITS colleagues,faculty, staff, and students.
- Ability to lead effective project meetings, workshops, andpresentations.
- Agile Certified Practitioner (PMI-ACP)
- Certified ScrumMaster (CSM)
Anticipated Hiring Range
$60,944 - $86,632
