Job summary

Spectra Tech, Inc. is seeking a Project Manager- Estimating Financial I, II, III to plan, coordinate, and execute projects with a strong emphasis on cost estimating, financial analysis, and budget control.

The role leads project teams and ensures cost control across multiple initiatives in Richland, WA. The ideal candidate will have a degree with related PM experience and a PM certification for higher levels, plus strong communication and analytical skills to support decision-making and client

Qualifications

Bachelor's degree or higher with relevant experience in electric public utility or similar environment.
Associates degree with more experience, or high school diploma with substantial experience in project management.
Project Management certification is required for Levels II-III.

Responsibilities

Develop and maintain project estimates, budgets, and financial forecasts.
Conduct cost analysis, value engineering, and risk assessments to support decision-making.
Prepare detailed scopes of work, schedule projections, and resource plans.
Collaborate with estimating teams to validate bid proposals and cost breakdowns.
Manage vendor contracts, change orders, and procurement activities with strong financial oversight.
Build relationships with clients, stakeholders, and subcontractors to ensure transparent project execution.
