ACS Professional Staffing is seeking a Project Manager- Estimating Financial III to lead projects from planning through completion, developing cost estimates, budgets, financial forecasts, and resource plans while ensuring schedule and budget adherence. This hybrid role is based in Richland, WA.

The ideal candidate has PM experience in utility/government environments, with a background in estimating, financial analysis, budgeting, forecasting, and PM software. U.S.

Qualifications

• Bachelor's degree or higher required with progressive PM experience in electric utility or government settings.
• PM certification required for Level II/III.
• Background in estimating, financial analysis, cost engineering, or budget management.
• Proficient with project management, scheduling, and estimating software.

Overview

ACS Professional Staffing is looking for an employee to work hybrid with our client. This Project Manager- Estimating Financial III will lead projects from planning through completion, developing cost estimates, budgets, financial forecasts, and resource plans while ensuring projects remain on schedule and within budget. This role collaborates with cross-functional teams, vendors, and stakeholders to manage contracts, procurement activities, risk assessments, and change orders. The ideal candidate has project management experience in a utility, government, or related environment, a background in estimating and financial analysis, and strong skills in budgeting, forecasting, project management methodologies, and project management software. This full-time position is located in Richland, WA.

Pay rate: $68.41 - $103.44

Responsibilities

• Plan, coordinate, and execute projects from initiation through completion while ensuring alignment with scope, schedule, and budget objectives.
• Develop and maintain project estimates, budgets, financial forecasts, and cost control measures.
• Conduct cost analysis, value engineering reviews, and risk assessments to support project decisions and optimize outcomes.
• Prepare detailed scopes of work, project schedules, resource plans, and execution strategies.
• Lead and direct cross-functional project teams, assigning priorities and monitoring project performance.
• Collaborate with estimating teams to validate bid proposals, cost breakdowns, and project assumptions.
• Manage vendor and subcontractor relationships, including contract administration, procurement activities, and change order management.
• Monitor project financial performance, identify variances, and implement corrective actions as needed.
• Communicate project status, risks, and recommendations to clients, stakeholders, and leadership.
• Foster strong relationships with clients, stakeholders, vendors, and subcontractors to ensure transparency and successful project execution.
• Manage multiple projects and competing priorities in a fast-paced environment while maintaining quality and compliance standards.

Requirements

• Bachelor's degree from an accredited college or university and 2 years of progressively responsible project management or professional-level experience in an electric utility, government agency, or similar utility-related environment;
• OR Associate's degree from an accredited college or university and 3 years of progressively responsible project management or professional-level experience in an electric utility, government agency, or similar utility-related environment;
• OR High school diploma/GED and 5 years of progressively responsible project management or professional-level experience in an electric utility, government agency, or similar utility-related environment.
• Project Management certification required for Level II and Level III positions.
• Background in estimating, financial analysis, cost engineering, or budget management.
• Strong knowledge of project management principles, methodologies, and best practices.
• Ability to interpret and analyze budgets, forecasts, cost models, and financial data.
• Experience developing project estimates, financial forecasts, and resource plans.
• Proficiency with project management, scheduling, and estimating software.
• Strong contract management, procurement, and change order administration experience.
• Excellent communication, analytical, organizational, and problem-solving skills.
• Ability to manage multiple projects, deadlines, and priorities simultaneously.
• PMI Project Management Professional (PMP) certification preferred.
