Job summary

LAUKOA is seeking a Project Manager to support our environmental team on technical consulting work across engineering, geology, biology, ecology, chemistry, and regulatory issues.

The role involves working with Senior/Program Managers to develop reports, manage projects, and train junior staff. Travel to Hawaii and mainland sites is required, with 25–50% annual travel and potential outdoor fieldwork.

Qualifications

  • 3 to 5 years of experience executing environmental tasks for geographically dispersed investigations under CERCLA, RCRA, NEPA, CAA, and/or CWA.
  • Must be capable of authoring and overseeing technical documents; strong writing skills are required.
  • OSHA 40-Hour HAZWOPER training (CFR 1910.120) or ability to obtain within 30 days.
  • Valid driver’s license and ability to access government properties with background check.

Responsibilities

  • Provide professional support to Senior Staff in client relations and project requirements.
  • Manage and complete project deliverables independently.
  • Create, track, and report project scope, schedule, and budget.
  • Manage submittals, meeting minutes, progress reports, work plans, and project reports.
  • Develop and maintain vendor/subcontractor relationships and assist with procurement.
  • Document financial reporting and manage PO requests and distributions.
  • Track project financials and identify risks for Senior Staff.
  • Ensure deliverables meet project requirements and deadlines.
  • Execute task orders while maintaining cost and schedule.
  • Support engineers, geologists, biologists, ecologists, archaeologists on assignments.
  • Gather environmental data using established procedures.
  • Conduct routine fieldwork including some engineering/geology analyses.
  • Travel 25-50% with fieldwork and client visits across the United States.

Job description

SUMMARY:

LAUKOA is seeking a Project Manager to support our growing environmental team that is executing technical consulting work. The Project Manager will work on detailed and routine environmental assignments addressing engineering, geology, biology, ecology, chemistry, and regulatory issues. The ideal candidate will work closely with Senior Project Managers and Program Managers to support project management duties, development of environmental reports, and field tasks. Experience with PFAS, Five-Year/Periodic Reviews, and/or Community Outreach is preferred. This position offers the opportunity to learn and gain experience across a range of environmental projects that include restoration, remediation, compliance, NEPA assessments, and munitions response. Duties may include project management, data analysis, scientific and technical report preparation, public involvement, field operations, proposal preparation, and training of junior staff. This position can be based on Oahu, Hawaii, but the role requires travel at a minimum to South Kohala and Hilo, Hawaii.

DUTIES AND RESPONSIBILITIES:
  • Provide professional support to Senior Staff in customer interface and client relations instrumental in executing project requirements.
  • Work independently to manage and complete project deliverables.
  • Create, track, and report project scope, schedule, and budget.
  • Manage project submittals, including meeting minutes, monthly progress reports, work plans, and project reports.
  • Develop and maintain vendor and subcontractor relationships and assist with Contracts/Procurement to support project execution.
  • Work with Senior Staff, Project Delivery Teams, and Project Controls to document client- or project-specific financial reporting including managing purchase order requests and distributions.
  • Tracking project financials and identifying risks, and reporting to Senior Staff
  • Manage deliverables ensuring compliance with project requirements and submittal deadlines.
  • Execute and manage task orders while maintaining cost and schedule.
  • Support specific portions of a broader assignment in conjunction with experienced senior and project staff (engineers, geologists, biologists, ecologists, archaeologists).
  • Gather and correlate environmental data using established and well-defined procedures.
  • Work on routine environmental assignments involving engineering, geology, biology, ecology, chemistry, and other related fields; some engineering and geologic analyses may involve conducting calculations and relatively simple tests.
  • Periodic business travel is required and expected about 25-50% of the year; overnight travel is required. Travel is anticipated to consist of fieldwork at project sites, client visits, and work at partner offices across the United States. The position may involve outdoor fieldwork. Fieldwork may require the candidate to walk over uneven terrain up to 8 hours per day.
  • Performs other related duties as assigned by management.
QUALIFICATIONS:
  • 3 to 5 years of experience executing environmental tasks for geographically dispersed environmental investigations under CERCLA, RCRA, NEPA, CAA, and/or CWA
  • Must be capable of authoring and overseeing authorship of technical documents; strong technical writing skills are required
  • OSHA 40-Hour HAZWOPER training (CFR 1910.120) or ability to obtain within 30 days
  • Good working knowledge of word-processing and integrated software applications including MS Word, Excel, PowerPoint, and Project
  • Must have a valid driver’s license
  • Must be capable of accessing government properties based upon a background check
  • BA/BS in Geology, Engineering, Environmental Science, or a related academic field
  • Extensive experience using the DENIX 3Rs Explosives Safety Education Program, supporting Government personnel with outreach activities, and developing materials for Institutional Controls programs
