Job summary

LAUKOA is seeking a Facilities Project Development Specialist to support the 99th Readiness Division and Fort Totten facilities. You will plan and develop technical project documents, receive M&R requirements, and prepare project packages in line with USACE standards.

You will estimate costs using RSMeans, support long-range Work Plans, conduct site visits, review field reports, and ensure energy efficiency and safety across buildings.

Qualifications

  • Minimum 3 years’ experience in project development or equivalent.
  • Ability to work independently with little supervision.
  • Current favorable National Agency Check with Inquiry (NACI) per AR 380-67.
  • Valid Driver’s License and ability to operate government vehicle.
  • Excellent interpersonal skills.

Responsibilities

  • Plan and develop technical project documents of broad scope and complexity.
  • Provide project development services including MR requirements from field to project package.
  • Ensure submitted projects are technically correct and align with USACE best practices.
  • Develop project cost estimations using RSMeans and data sources.
  • Support RFOS regional Annual Work Plan and 5 Year Plan development and maintenance.
  • Conduct facility site visits during project planning.

Facilities Project Development Specialist
  • Pay Rate: $33.50 - $39.00 Depending on Experience with an additional $5.09 per hour Health and Welfare wage
  • Duty Station Report Location: The primary facility for Fort Totten and the U.S. Army Reserve's 99th Readiness Division is located at 200 Duane Rd, Bayside, NY 11359

The ideal candidate will effectively assist the 99 th Readiness Division Directorate of Public Works with the execution and implementation of multi-faceted, comprehensive engineering base operations and sustainment program to ensure the buildings and grounds are properly monitored and maintained to meet functional, appearance, safety, security, and environmental standards.

Essential Duties and Responsibilities:

  • This technician will collaborate with Area & Regional Facilities Operations Specialists (AFOS/RFOS) to plan and develop technical project documents of broad scope and complexity. Assignments typically require the technician to devise approaches to accomplish work, resolve design and operational problems, and record within a specification of work.
  • Technician will provide project development services to include receiving maintenance and repair (M&R) requirements from field to complete a project package, commensurate with Philadelphia USACE and/or ACC-NJ requirements.
  • Technician will ensure submitted projects are technically correct, incorporating industry and USACE best practices into design and ensuring energy efficiency.
  • Technician will be required to develop project cost estimations using RSMeans and other data sources as appropriate.
  • Technician will support the development, maintenance and implementation of the RFOS regional Annual Work Plan and 5 Year Plan.
  • Technician will conduct facility site visits as appropriate during the project planning phase.
  • Technician will review, confirm and approve field reports in relation to facility status.
  • Technician will review adequacy of submitted Customer Support System (CSS) requests.
  • Other duties as assigned.

Requirements:

  • Must have complete familiarity with the Microsoft Office Suite of products, specifically: Word, Excel, Outlook, PowerPoint, and Access. (Intermediate level).
  • Minimum (3) years’ experience in project development or applicable equivalency required.
  • Ability to work independently with little to no supervision.
  • Current favorable National Agency Check with Inquiry.(NACI), in accordance with AR 380- 67
  • Valid Driver’s License, with ability to operate government provided vehicle
  • Excellent interpersonal skills.

Project development experience to include but not be limited to:

  • Creation and review of pre-award technical contract documents
  • Creation and review of labor/material/equipment cost estimates

Additional examples of qualifying specialized experience include:

  • Technical Writing
  • Drafting
  • Surveying
  • Creation and review of material take offs
  • Educational coursework in the field of engineering, construction or industrial technologies
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
  • Occasionally required to stand, climb or balance and stoop, kneel, crouch or crawl.

  • While performing the duties of this job, the noise level in the work environment is usually quiet

  • Normally works in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.
  • Occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise
