Job description

Coquí Power LLC (\"Coquí Power\") is a Puerto Rico-based energy infrastructure developer focused on delivering integrated energy solutions across generation, capacity, and transmission assets.

From early-stage development through the full project lifecycle, Coquí Power combines project origination, development, finance, and asset management to deliver long-term energy infrastructure solutions. Together, these capabilities allow Coquí Power to advance and sustain reliable, affordable, and secure energy for the people, communities, and businesses of Puerto Rico.

Coquí Power is an affiliate of Energy Transition Capital Management LLC (\"ETCM\"), a private equity firm financing the development and long-term operation of critical U.S. energy infrastructure.

The Role:

Coquí Power is seeking a Development Phase Project Manager to lead the planning, coordination, and execution of cross functional initiatives in support of an integrated portfolio of energy infrastructure projects across Puerto Rico. Emphasis will be placed on the management and coordination of the environmental evaluation and permitting programs associated with the project portfolio, as well as development and refinement of the preliminary project designs and layouts. Reporting to the Director of Development, this position will own development schedules, coordinate permit applications and approvals, and help move multiple projects through critical development milestones toward construction readiness.

The role requires a hands-on project manager who can manage parallel workstreams, maintain productive relationships with government agencies and external consultants, and work closely with internal development, engineering, interconnection, finance, and construction teams. This position is based in Puerto Rico; candidates must currently reside on the Island or be willing to relocate, with travel to project sites and stakeholder meetings as needed.

Key Responsibilities:
  • Manage site selection, environmental and technical study programs, and the corresponding permitting workstreams across Coquí Power’s development portfolio, including permit strategy development, application preparation schedules, agency coordination, follow-up, and approval tracking.
  • Prepare and maintain integrated project development schedules, critical paths, milestone trackers, and portfolio-level reporting, identifying dependencies and escalating risks.
  • Coordinate with engineering, interconnection, and offtake teams to develop and optimize project designs and layouts to address the environmental, technical, and permitting related constraints, resulting in projects that can be efficiently and successfully permitted.
  • Coordinate with permitting consultants, environmental specialists, land-use advisors, and other external partners to prepare accurate and timely applications and supporting documentation.
  • Serve as a day-to-day coordination point for internal teams supporting the permitting programs and for relevant Puerto Rico and municipal permitting authorities and other stakeholders in the identification and resolution of outstanding issues.
  • Track the status and compliance obligations of all project permits, licenses, and authorizations across the development program and into the pre-construction program; maintain organized and auditable project records.
  • Coordinate and integrate site diligence, environmental studies, engineering design, utility/interconnection activities, and construction-readiness planning with permitting requirements.
  • Maintain visibility across multiple projects, prioritize near-term actions, and drive accountability for deliverables from internal teams and third-party advisors.
  • Identify permitting, regulatory, schedule, and stakeholder risks; propose mitigation plans and communicate material issues and decisions to the Director of Development.
  • Prepare clear weekly project updates and portfolio dashboards covering milestones, agency submissions, approvals, risks, budgets, and next steps.
  • Support the efficient transition of projects from the development phase to construction execution phase by confirming that required permit conditions, supporting documentation, and outstanding considerations are clearly tracked and handed over to pre-construction teams.
Qualifications:
  • Bachelor’s degree in engineering, environmental science, planning, construction management, business, or a related field required.
  • At least five (5) years of relevant experience in project development, permitting, or project management for energy, infrastructure, or other complex capital projects.
  • Demonstrated experience developing and implementing permitting strategies and successfully coordinating environmental and technical study programs, agency interactions, consultant deliverables, and regulatory milestones; familiarity with Puerto Rico permitting processes strongly preferred.
  • Ability to manage a portfolio of projects simultaneously, maintain detailed schedules and trackers, and advance competing priorities with minimal oversight.
  • Experience working across engineering, environmental, land, regulatory, and commercial teams; utility-scale solar, battery storage, or transmission project experience preferred.
  • Strong written and verbal communication, organization, stakeholder management, and critical thinking skills.
  • Fluency in both English and Spanish required.
  • Must be based in Puerto Rico or willing to relocate and able to travel to project sites and stakeholder meetings as needed.
  • Proficiency with Microsoft Office and project management tools; PMP certification is a plus.
Compensation:
  • Competitive compensation commensurate with experience.
  • Performance-based bonus eligibility.
  • Comprehensive benefits package, including healthcare, dental, and 401(k).
