Job summary

Inteldot in Puerto Rico is seeking an experienced Senior Program/Project Manager to lead Site Master Planning (SMP) and CHP initiatives at a pharmaceutical manufacturing facility in Manatí.

This high-visibility role requires independent management of schedule, budget, risk, engineering, procurement, permitting, construction, commissioning, and stakeholder coordination across both workstreams, with onsite presence and GMP compliance.

Qualifications

• Bachelor's degree in engineering, Construction Management, Project Management, or a related technical field.
• Significant project/program management experience in pharmaceutical, biotechnology, life sciences, or other regulated manufacturing environments.
• Demonstrated experience managing capital projects from planning through construction, commissioning, and closeout.
• Direct experience leading site master planning or major facility planning initiatives.
• Direct experience with cogeneration/CHP, power generation, or major industrial utility projects.
• Experience managing engineering/design firms, contractors, vendors, and multidisciplinary teams.
• Strong experience with project schedules, budgets, cost controls, risk management, and change control.
• Experience working in GMP/cGMP environments.
• Ability to independently manage multiple technically interdependent workstreams.
• Strong written and verbal communication skills.
• Ability to work onsite in Manatí, Puerto Rico on a recurring basis.

Responsibilities

• Lead the overall planning and execution of the Site Master Planning and CHP initiatives.
• Develop and maintain integrated project schedules, budgets, forecasts, milestones, and risk registers.
• Coordinate Engineering, Operations, Quality, EHS, Facilities, Finance, Procurement, and Corporate Engineering/EHS stakeholders.
• Lead coordination with A/E firms, contractors, equipment vendors, consultants, and other external partners.
• Support Capital Appropriation Requests (CARs), cost estimating, budget tracking, and financial reporting.
• Facilitate site master planning workshops and develop long-term facility expansion and capital investment strategies.
• Coordinate evaluation of facility layout, production flow, space utilization, utilities, infrastructure capacity, and future expansion needs.
• Lead the development of a 10+ year Site Master Plan and phased capital roadmap.
• Manage the CHP feasibility study, technology/vendor selection, business case, and implementation strategy.
• Coordinate CHP engineering design, utility integration, PREPA interconnection, permitting, procurement, construction, commissioning, and startup.
• Manage project risks, change control, documentation, decision logs, and action tracking.
• Provide weekly/monthly project updates to site and corporate leadership.
• Support GMP compliance, commissioning, qualification, validation, and operational handoff activities.
• Proactively identify and resolve conflicts between SMP and CHP activities, including shared engineering resources, utility tie-ins, site access, and outage windows.
• Maintain a strong onsite presence and working level understanding of both initiatives throughout the engagement.

About the Role

We are seeking an experienced Senior Program/Project Manager to lead two major initiatives at a pharmaceutical manufacturing facility in Manatí, Puerto Rico: Site Master Planning (SMP) Program and Cogeneration / Combined Heat & Power (CHP) Project. This is a highly visible leadership position for an experienced capital-project professional who can independently manage schedule, budget, risk, engineering, procurement, permitting, construction, commissioning, and stakeholder coordination across both initiatives. The selected individual will serve as the single accountable Program/Project Manager and primary point of contact for both workstreams.

Preferred Qualifications:

• PMP, CCM, PE, or equivalent professional certification.
• Previous experience in Puerto Rico pharmaceutical manufacturing.
• Familiarity with PREPA utility interconnection requirements and EQB/environmental permitting.
• Experience with CHP integration involving electrical, steam, hot-water, HVAC, or other critical utilities.
• Experience with commissioning, qualification, validation, and GMP utility requirements.
• Experience developing long-range capital plans for pharmaceutical or life-sciences campuses.
• Experience working directly with corporate/global engineering organizations.
• Bilingual English/Spanish.
