Job summary

Coquí Power seeks a Project Controls Lead to own scheduling, cost forecasting, risk, and reporting for its PV and BESS portfolio in Puerto Rico. You will establish baseline controls from pre-FID, build the IMS, and maintain portfolio visibility through construction. Reports to the Program Manager and leads a small controls team.

The role demands 8–10 years in project controls, Primavera P6 expertise, and PMI-RMP or AACE CCT credentials are a plus. Travel to sites in PR is required.

Qualifications

  • 8–10 years of project controls experience in energy, EPC, or large-scale infrastructure environments.
  • Proficiency in Primavera P6 and advanced Excel with EVM methodologies.
  • Experience managing $100M+ capital programs with forecast accuracy.
  • Experience building IMS from scratch on multi-site programs with complex stakeholder interfaces.
  • PMI-RMP or AACE CCT certifications are a plus.

  • Design, implement, and continuously improve an integrated project controls system across all projects.
  • Build and maintain the IMS in Primavera P6 from pre-FID through FID, including OE, EPC, interconnection milestones.
  • Conduct critical path and schedule risk analysis; develop recovery plans with Sr. Mgmt and EPC contractors.
  • Own program budget, cost forecast, and cost-to-complete; establish baselines and EVM metrics.
  • Lead risk governance and maintain the Risk Register; mentor the Project Controls team.

The Role:

Coquí Power is seeking a Project Controls Lead to own the integrated schedule, cost forecast, risk register, and performance reporting function for its photovoltaic (PV) and battery energy storage system (BESS) portfolio. This role builds the controls infrastructure from scratch during the pre-Final Investment Decision (FID) phase—establishing baseline schedule logic, cost structures, risk governance, and reporting dashboards—and maintains portfolio-wide visibility through FID and into construction execution. The Project Controls Lead reports to the Program Manager and Director of Engineering & Construction and leads a project controls team comprising a Project Planner, Cost Controller, and Risk Manager post-FID. This is a Puerto Rico-based position requiring periodic travel to project sites.

Key Responsibilities:
  • Design, implement, and continuously improve an integrated project controls system covering scope, schedule, cost, and risk across all projects, aligned with Association for the Advancement of Cost Engineering (AACE) and Project Management Institute (PMI) standards.
  • Build and maintain the Integrated Master Schedule (IMS) in Primavera P6 or equivalent from pre-FID through Final Investment Decision (FID), incorporating Owner’s Engineer (OE) deliverables, Engineering, Procurement, and Construction (EPC) milestones, interconnection, and long-lead procurement activities.
  • Conduct critical path analysis, schedule risk analysis, and variance reporting; develop and track recovery plans in coordination with the Sr. Engineering Manager and EPC contractors.
  • Own the program budget, cost forecast, and cost-to-complete; establish cost baselines, Earned Value Management (EVM) metrics, and cash flow forecasts; review and validate contractor cost reports and change order evaluations.
  • Lead the identification, quantification, and mitigation planning for portfolio risks; maintain the Risk Register, facilitate risk workshops, and escaland material issues to the Director E&C and Finance Lead.
  • Develop and deliver accurate, data-driven program reporting on a weekly/monthly cadence covering Schedule Performance Index (SPI), Cost Performance Index (CPI), risk status, change orders, and forecast-to-complete for leadership, lenders, and Independent Engineers (IE).
  • Administer the change management process: evaluate schedule and cost impacts of scope changes, coordinate approvals, and maintain the approved baseline with full audit traceability.
  • Interface with EPC and third-party contractors on project controls requirements, data submission standards, and performance metrics.
  • Develop and institutionalize controls standards, templates, procedures, and tools across the Coquí Power delivery organization for consistency across all ten portfolio projects.
  • Maintain the Decision Log and Action Tracker in coordination with the Program Manager.
  • Lead and mentor the Project Controls team post-FID — Project Planner, Cost Controller, and Risk Manager — fostering a culture of analytical rigor and continuous improvement.
  • Support FID package preparation with bankable schedule, cost, and risk documentation meeting lender/IE standards.
Qualifications:
  • 8–10 years of project controls experience in energy, Engineering, Procurement, and Construction (EPC), or large-scale infrastructure environments; utility-scale solar photovoltaic (PV) and/or battery energy storage system (BESS) experience strongly preferred.
  • Proficiency in Primavera P6 required; advanced Excel and Earned Value Management (EVM) methodologies required.
  • Demonstrated success managing project controls on capital programs exceeding $100 million, with a proven track record of delivering accurate schedule and cost forecasts.
  • Experience building Integrated Master Schedules (IMS) from scratch on multi-site programs with complex stakeholder interfaces.
  • Strong Risk Register governance experience, including quantitative risk analysis (Monte Carlo preferred); Project Management Institute Risk Management Professional (PMI-RMP) or Association for the Advancement of Cost Engineering Certified Cost Technician (AACE CCT) certification a plus.
  • Ability to produce lender/investor-quality Final Investment Decision (FID) documentation and support Independent Engineer (IE) review processes.
  • Proven ability to lead and develop multi-disciplinary teams in fast-paced environments.
  • Bachelor’s degree in Engineering, Construction Management, or related technical field required.
  • Project Management Professional (PMP) and/or PMI-RMP certification strongly preferred; AACE CCT or higher a plus.
  • Familiarity with Puerto Rico’s energy regulatory environment and Puerto Rico Electric Power Authority (PREPA)/LUMA interconnection requirements preferred.
  • Fluency in English required; Spanish proficiency strongly preferred.
