Job description

Project Manager/Team Leader — Job Order Catalog (JOC) Program

For over 40 years, our firm has built the infrastructure that keeps New York City running — wastewater facilities, schools, hospitals, and the critical systems millions of people depend on every day. We don't just execute projects; we own them, start to finish.

We're looking for a Team Leader to bring that same ownership to our Job Order Catalog program — someone who doesn't hand off a project and hope it survives contact with the field, but stays in it from the first scope conversation to final closeout.

What You'll Own

This is a true end-to-end role. You'll lead each JOC project through:

  • Initial scope development and estimating
  • Proposal development and approval
  • Turnover to the field
  • Execution support throughout construction
  • Billing support

You're not just managing a process — you're protecting one. The scope, the estimate, the labor assumptions, the schedule, the subcontractor pricing, the change order position: you make sure the job that gets built is the job that got estimated. No drift, no surprises, no scope creep nobody caught.

Example Project Scope

JOC projects range in size and complexity. A typical example:

  • Remove and replace 4 heat exchangers for a select line at a wastewater treatment facility
  • Associated piping, fittings, and installation work
Why Billing Stays With You

Invoicing on a JOC project is far easier when the person doing it also understands the original proposal and bid estimate in Gordian — the pricing logic, the task breakdowns, the assumptions behind them. That's why the Team Leader stays involved through billing rather than handing it off cold. (Note: the exact billing structure can vary depending on how the awarding agency issues projects.)

Why This Role Matters

We hold the standard — no shortcuts, no excuses — and that starts with the people who shape a job before steel ever moves. As Team Leader, you're the important contact on every project you touch, the person accountable for turning a well-built estimate into a well-built job.

What We’re Looking For
  • Someone comfortable owning a project's full lifecycle, not just one phase of it
  • Strong estimating and scope-development instincts
  • Familiarity with Gordian or similar JOC estimating platforms
  • The discipline to protect original assumptions as a project moves through approval, turnover, and field execution
  • A "true to our word" mindset — what gets promised gets delivered
