Job Summary
We are looking for a true expert in Job Order Contracting (JOC) to price task orders under our JOC programs with public agency clients. This is a hard-to-fill specialist role, and we are open to a fully remote candidate for the right level of experience.
This role reviews scopes issued by ISDs, municipalities, universities, Harris County, and community college clients; builds accurate line-item estimates using the applicable unit price book; and works with subcontractors and our local Houston-based team to turn around compliant, competitive proposals within the tight timelines that JOC programs require.
Key Responsibilities
- Review task order scopes, drawings, and specifications issued by JOC clients and develop detailed, line-item estimates using the applicable unit price book (RS Means/Gordian CBS or equivalent).
- Prepare and submit Job Order proposals within client-mandated turnaround windows, ensuring pricing accuracy and completeness.
- Solicit, evaluate, and negotiate subcontractor and vendor quotes for scopes not covered by unit price book line items (non-prepriced/SUP items).
- Coordinate remotely with our local Houston-based team, who conduct all site visits and owner walk-throughs, to gather the scope, access, and site condition details needed to finalize pricing.
- Coordinate with project management and operations teams so estimates reflect realistic schedules, sequencing, and site logistics.
- Maintain and reconcile task order logs, tracking submitted, pending, and awarded work across all active JOC contracts.
- Support our public-sector business development efforts, including tracking JOC solicitations, coefficient/multiplier proposals, and contract renewals with ISD, municipal, university, county, and community college clients.
- Ensure compliance with JOC program requirements, prevailing wage rules, and client-specific procurement policies.
- Build and maintain strong working relationships with owner representatives, subcontractors, and vendors.
- Contribute to continuous improvement of estimating processes and historical cost data.
Qualifications
- Minimum 5 years of dedicated JOC/IDIQ estimating experience required; 10+ years strongly preferred. This is an expert-level position.
- Deep, hands-on mastery of RS Means/Gordian unit price book systems (CBS or equivalent), including non-prepriced/SUP item development.
- Proven track record pricing and winning task orders for public-sector JOC programs (ISDs, municipalities, universities, county government, or similar).
- Strong command of construction documents, specifications, and scopes of work, with the ability to price accurately from plans and remote site information alone.
- Excellent organizational skills with the ability to manage multiple task orders and deadlines at once.
- Skilled at building subcontractor and vendor relationships and negotiating competitive pricing, largely by phone, email, and video.
- Proficient in Microsoft Excel; experience with JOC/estimating software (e.g., eGordian, Trimble) required.
- Clear written and verbal communication skills, with the discipline to work well independently and stay closely coordinated with a team in a different location.
- Bachelor's degree in Construction Management, Engineering, or a related field preferred; equivalent experience considered.
Work Environment
- This role is remote-friendly for candidates who meet the experience requirements and are not based in Houston. Houston-based candidates are also welcome.
- No site visits are required for this role. Our local Houston-based team handles all site visits and owner walk-throughs and relays the findings needed for pricing.
- Reliable internet and availability for regular video calls with our Houston team and, as needed, JOC clients.
