Job summary

Qualifications

• Active US Secret level security clearance required.
• Bachelor's degree or 4 years of additional relevant experience.
• Min 10 years Project Management experience.
• Five years as manager of Navy programs.
• PMP certification.

Responsibilities

• Lead planning, execution, and delivery of Navy NSIPS projects.
• Coordinate with Navy stakeholders, system users, software developers, cybersecurity teams, and program offices to define requirements and deliverables.
• Develop and maintain project schedules, budgets, risk registers, communication plans, and milestone tracking.
• Monitor replacement timelines, defect remediation, and modernization efforts to ensure DoD IT standards compliance.
• Facilitate stakeholder meetings, working groups, and status reviews to communicate progress and resolve issues.
• Ensure documentation meets Navy and DoD standards (specifications, test plans, ICDs, change requests).
• Oversee testing, validation, and deployment activities for updates and new capabilities.
• Manage change control and configuration management to ensure versioning and traceability.
• Identify risks and develop mitigation strategies, elevating concerns to leadership as needed.
• Support user engagement, training coordination, and communications for new functionality.
• Collaborate with cyber RMF teams for accreditation sustainment and data protection compliance.
• Analyze project data and metrics to inform leadership decisions.
• Serve as liaison between Fleet users, HR leadership, and technical teams for practical NSIPS enhancements.

Overview

Entarian is seeking a Project Manager who will work with a team to support the sustainment of ashore and afloat versions of NSIPS (Navy Standard Integrated Personnel System II).

Key Responsibilities including, but not limited to:

• Lead planning, execution, and delivery of projects, ensuring alignment with Navy personnel management objectives and program directives.
• Coordinate with Navy stakeholders, system users, software developers, cybersecurity teams, and program offices to define project requirements and deliverables.
• Develop and maintain project schedules, budgets, risk registers, communication plans, and milestone tracking for initiatives.
• Monitor system enhancement timelines, defect remediation, and modernization efforts, ensuring quality and compliance with DoD IT standards.
• Facilitate regular stakeholder meetings, technical working groups, and project status reviews to communicate progress and resolve issues.
• Ensure all project documentation meets Navy and DoD standards, including system specifications, test plans, interface control documents, and change requests.
• Oversee testing, validation, and deployment activities for updates, patches, and new capabilities.
• Manage change control processes, coordinating with Configuration Management and supporting activities to ensure accurate versioning and traceability.
• Identify operational, technical, and schedule risks; develop mitigation strategies and elevate concerns to leadership as needed.
• Support user engagement, training coordination, and communication efforts for new functionality or system changes.
• Collaborate with cybersecurity and RMF teams to ensure system compliance, accreditation sustainment, and adherence to data protection requirements.
• Analyze project data and performance metrics to inform leadership decisionmaking and continuous improvement initiatives.
• Serve as a liaison between Fleet users, HR leadership, and technical teams to ensure that NSIPS enhancements deliver practical, missionrelevant outcomes.

Annual Salary Range: $110,000.00 - $135,000.00

Responsibilities

• Active US Secret level security clearance
• Bachelor’s degree (or 4 years of additional relevant experience may be considered).
• Minimum 10 years Project Management experience, to include: technology assessments, infrastructure operations, systems analysis, programmatic support, acquisition planning, and budget planning.
• Five (5) years as manager of Navy programs.

Qualifications

• PMP certification.
• Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
