Base pay range

$130,000.00/yr - $145,000.00/yr

Our client is seeking an experienced Project Manager to serve as an Owner’s Representative for a federal agency’s roof replacement project. This role will act as the primary liaison between the owner and all stakeholders, ensuring the project is delivered on time, within budget, and in compliance with federal standards and safety regulations.

This role will be fully remote until this summer when the project fully kicks off.

Key Responsibilities
  • Owner Advocacy: Represent the client’s interests throughout all phases—planning, design, procurement, construction, and closeout.
  • Project Oversight: Monitor schedule, budget, and quality; ensure adherence to contract documents and federal compliance requirements.
  • Coordination: Facilitate communication among architects, engineers, contractors, and agency stakeholders; lead progress meetings and maintain accurate documentation.
  • Risk Management: Identify potential risks early and implement mitigation strategies to avoid delays or cost overruns.
  • Quality & Safety Compliance: Ensure all work meets design specifications, building codes, OSHA standards, and federal guidelines.
  • Financial Stewardship: Review and approve invoices, change orders, and cost reports; maintain strict budget control.
  • Reporting: Provide regular updates, progress reports, and recommendations to the client; maintain thorough project records.
Required Qualifications
  • Education: Bachelor’s degree in Construction Management, Civil Engineering, or related field.
  • Experience: Minimum 8 years in construction project management, with at least 3 years on federal projects.
  • Prior experience as an Owner’s Representative strongly preferred.
  • Technical Skills: Proficiency in reading blueprints, contract documents, and federal specifications.
  • Familiarity with roofing systems and building envelope projects.
  • Certifications: OSHA 30 required; PMP or CCM preferred.
  • Other Requirements: Ability to pass federal background check and obtain site clearance.
  • Strong communication and leadership skills; proven ability to manage multiple stakeholders.
Preferred Skills
  • Knowledge of USACE, GSA, or other federal agency standards.
  • Experience with scheduling software (MS Project, Primavera) and cost control tools.
  • Ability to adapt to changing priorities and maintain composure under pressure.
