Description
**IMMEDIATE HIRE
Owns contract performance, cost, schedule and government relationships on federal and military roofing and wall panel projects. Leads the Superintendent, QC Manager and SSHO as a team and is the company's primary contact with the Contracting Officer (KO) and Contracting Officer's Representative (COR). Works within FAR/DFARS contract terms and acts only on direction from the KO.
WHAT SUCCESS LOOKS LIKE
- CPARS ratings of Very Good or Exceptional on every project
- Projects delivered on or under budget and by the contract completion date
- No liquidated damages, cure notices or show-cause letters
- Monthly pay requests approved on first submittal
- Changes and REAs priced, negotiated and executed as bilateral modifications
- Clean closeout and final payment within 90 days of acceptance
Key Responsibilities
Contract management
- Track the contract, specs, FAR/DFARS clauses and wage determinations; flag conflicts early
- Give written notice of changes, prepare Requests for Equitable Adjustment (REAs) and negotiate modifications
- Accept scope, cost or time changes only through a KO modification
- Manage subcontracts and supplier agreements with required flow-down clauses
Preconstruction and submittals
- Lead the preconstruction conference; submit the CQC Plan, APP, schedule and key personnel letters on time
- Own the submittal register; order materials only after government acceptance
- Confirm Buy American / Berry Amendment / TAA compliance for all materials
Schedule
- Build and update the baseline schedule (Primavera P6 / NAS format per UFGS 01 32 01)
- Track long-lead items and installation constraints (access windows, mission impacts, weather)
- Support time-extension requests with schedule fragnets
Cost and payment
- Own the budget, cost-to-complete forecasts and margin
- Prepare monthly pay requests in PIEE (formerly WAWF) with schedule update, certified payrolls and as-builts
Labor compliance
- Enforce Davis-Bacon wage determinations for all trades, including subcontractors
- Collect and submit weekly certified payrolls (WH-347 or LCPtracker)
Team oversight and government relations
- Support the QC Manager's independence and the SSHO's stop-work authority
- Attend weekly QC and safety meetings and monthly progress meetings with the COR
- Document delays, differing site conditions and government-caused impacts in writing
Closeout
- Punch list, final inspection, as-builts, O&M data, warranties (incl. manufacturer NDL) and DD Form 1354 data
- Release of claims, final payment and lessons learned
Skills, Knowledge and Expertise
- 5+ years managing commercial roofing or building envelope projects
- 3+ years on federal or military construction contracts
- Working knowledge of FAR/DFARS, Davis-Bacon, change and REA processes
- OSHA 30-Hour Construction
- RMS (contractor mode), PIEE and SAM.gov proficiency
- Primavera P6 scheduling
- Able to pass a background check and obtain installation access
PREFERRED
- CQM-C (Construction Quality Management for Contractors), current — required on many contracts
- EM 385-1-1 training (40-hour course)
- PMP, DBIA or CCM
- Bachelor's in construction management, engineering or related field
AUTHORITY
Signs subcontracts, purchase orders and change proposals within company limits; holds budget and schedule authority; may not override the QC Manager's or SSHO's stop-work decisions.
