Position: Grant Management PM
Location: Remote / Hartford, CT
Duration: 11+ Months with possible extension
Weekly hours: 40

Client is launching its first enterprise-level Grants Management Solution, a high-profile initiative that will standardize and modernize the way state agencies administer grants. Today, approximately 25+ agencies administer over 4,400 grants through disparate processes, tools, and technologies. This project aims to consolidate these efforts into a single unified software solution with an initial roll-out to 10 state agencies.

This role offers a unique opportunity to lead this enterprise technology initiative. The Project Manager will oversee all aspects from initiation to closure, leading a cross-functional team of agency stakeholders, business users, IT professionals, and vendor partners.

The ideal candidate will have a strong background in public sector project delivery, enterprise systems implementation, and vendor management. Excellent stakeholder engagement, change management, and strategic coordination skills are essential for successful implementation and adoption across state agencies.

Key Responsibilities
  1. Lead full life cycle project management for the grants management system implementation
  2. Develop a governance plan and framework for managing enterprise-wide changes
  3. Create a repeatable implementation playbook for onboarding new agencies onto the grants management system
  4. Define and manage project scope, objectives, and deliverables
  5. Develop and manage project plans, schedules, and timelines
  6. Provide regular status reports, risks, and milestones updates to leadership
  7. Manage stakeholder relationships and communication across agencies
  8. Oversee internal and external teams, ensuring alignment with SOWs
  9. Identify, manage, and mitigate project risks and issues
  10. Drive change management and user adoption strategies
  11. Facilitate meetings to ensure effective collaboration
Required Experience
  1. 10+ years managing large-scale, high-visibility technology projects
  2. Successful track record leading enterprise software implementations and managing diverse stakeholders
  3. Experience with vendor management
  4. Experience in the public sector or with government agencies is highly preferred
  5. Understanding of grants administration processes is highly preferred
Required Skills
  1. Excellent verbal and written communication skills
  2. Strong presentation and executive reporting abilities
  3. Proven leadership and team management skills
  4. Ability to navigate a matrixed environment effectively
  5. Problem-solving mindset with innovative solutions
  6. Diplomatic in dealing with government staff
  7. Proficiency in project management methodologies (Agile, Waterfall, etc.)
  8. Experience with Microsoft Office, PPM tools (Monday.com, etc.), JIRA, and Confluence
Preferred Qualifications
  1. Familiarity with public sector grants workflows and systems
  2. PMP certification
  3. Bachelor's or Master's degree in business or related field
