Francison Consulting is seeking an experienced Project Manager I to support the Los Angeles County Public Library's Public Works program. In this role, you will oversee the planning, execution, and successful delivery of facility improvement and sustainability projects, including solar energy and electric vehicle charging infrastructure initiatives.

Position Summary
The Project Manager I will manage multiple capital improvement projects from planning through closeout while serving as the primary representative for the Los Angeles County Public Library. The successful candidate will coordinate with design consultants, contractors, library staff, and project stakeholders to ensure projects are completed safely, on schedule, within budget, and in accordance with project objectives.
This position requires strong leadership, technical knowledge, and the ability to proactively identify and resolve project challenges throughout every phase of delivery.
Key Responsibilities
- Manage facility alteration and capital improvement projects from planning through construction closeout
- Oversee sustainability infrastructure projects, including solar and electric vehicle charging installations
- Develop and manage project scope, budgets, schedules, and project documentation
- Coordinate architects, engineers, contractors, consultants, and client stakeholders
- Monitor construction activities and ensure compliance with project requirements
- Review design documents and coordinate construction document development
- Lead project meetings and communicate project status to stakeholders
- Evaluate project risks and implement effective mitigation strategies
- Negotiate and administer change orders
- Coordinate jurisdictional approvals and environmental permitting activities
- Ensure successful project delivery while maintaining quality, budget, and schedule objectives
- Champion the interests of the Los Angeles County Public Library throughout project execution
Minimum Qualifications
- Minimum of 5 years of progressive project management experience managing municipal infrastructure or public works projects
- Experience managing projects through planning, design, permitting, construction, and closeout
- Concurrent field construction management experience
- Licensed Professional or Certified Construction Manager (CCM)
- Bachelor's degree in Civil Engineering, Construction Management, or a related field
- Strong written and verbal communication skills
- Experience developing and managing project scope, budgets, and schedules
- Experience reviewing and coordinating construction documents
- Ability to independently manage multiple aspects of complex projects
- Experience facilitating project meetings with diverse stakeholders
- Experience negotiating and administering change orders
- Strong understanding of construction coordination and stakeholder management
- Knowledge of CEQA and NEPA requirements
- Ability to effectively resolve project issues while maintaining project objectives
Preferred Qualifications
- Design experience supporting public infrastructure projects
- Experience with Job Order Contracting (JOC)
- Experience with Design Bid Build project delivery
- Experience managing deferred maintenance or facility refurbishment projects
- Knowledge of California Public Contracting Code and public procurement practices
- Experience delivering sustainability, renewable energy, or electric vehicle infrastructure projects
