Job summary

Bartel Executive Search seeks a Roofing Program Manager to oversee a nationwide portfolio from Milwaukee. You will coordinate contractors, manage materials and budgets, and track roof assets, schedules, and progress across multiple states.

This is a coordination- and analysis-heavy role, not on-site roofing. You will be the focal point between contractors, vendors, accounting, and ownership, building systems to optimize dollars, crews, and time across the portfolio.

Qualifications

  • 3–7 years of relevant experience (out of school)
  • Bachelor's in Construction Management, Engineering, or related field preferred
  • Strong project coordination, organization, and multi-project tracking skills
  • Comfortable reading roof plans, specs, and details
  • Proficiency with spreadsheets and project/scheduling software
  • Able to work in-office in Milwaukee five days per week

Responsibilities

  • Source, vet, and onboard roofing contractors nationwide; build and maintain a bid-ready contractor bench in the regions we operate
  • Solicit, level, and award bids across all scopes (new, overlay/re-cover, repair, fluid-applied coatings); normalize scope so bids are truly comparable
  • Prequalify contractors — licensing, insurance/COI tracking, bonding, safety record, and manufacturer certifications
  • Manage subcontracts, change orders, lien waivers, and pay applications
  • Prioritize and coordinate crew deployment across the portfolio to balance urgency, weather, and cost
  • Track schedules across concurrent projects; maintain a single source of truth for status
  • Collect and review progress photos, completion documentation, and close-out packages
  • Coordinate emergency leak response and storm-damage repairs
  • Manage warranty work — registration, tracking, and enforcement of manufacturer and contractor warranties
  • Order project materials and run bulk/portfolio-wide buys to capture volume pricing
  • Track material and system type used on each roof section/building
  • Reconcile material costs and orders against budget
  • Maintain a roof inventory — sections contracted, membrane/system type, install date, warranty status, and square footage by building
  • Analyze overflow/secondary drainage and ponding; identify at-risk roofs and prioritize interventions
  • Develop drainage design recommendations — tapered insulation layouts, added roof drains/scuppers, overflow provisions, and crickets/saddles to eliminate ponding
  • Support condition assessments and multi-year capital/reroof forecasting
  • Field invoicing and admin questions from contractors and accounting; reconcile invoices to POs and completed work
  • Track project and program budgets; report cost and progress to ownership

About the Role

Our client manages a nationwide industrial portfolio of 200+ buildings (90M+ SF across 26 states) and run an active roofing program spanning new roofs, re-cover/overlays, patch-and-repair, and fluid-applied/spray coating restoration. This role owns the day-to-day management of that program — sourcing and directing roofing contractors, controlling materials and cost, tracking every roof section as an asset, and keeping crews sequenced across the country from our Milwaukee office.

This is a coordination- and analysis-heavy seat, not a boots-on-the-roof superintendent role. You'll run multiple concurrent projects in multiple climate zones, act as the central point between contractors, vendors, accounting, and ownership, and build the systems that let us prioritize where dollars and crews go next.

Key Responsibilities
Contractor & Vendor Management
  • Source, vet, and onboard roofing contractors nationwide; build and maintain a bid-ready contractor bench in the regions we operate
  • Solicit, level, and award bids across all scopes (new, overlay/re-cover, repair, fluid-applied coatings); normalize scope so bids are truly comparable

Project Execution & Scheduling
  • Track schedules across many concurrent projects and states; maintain a single source of truth for status

  • Coordinate emergency leak response and storm-damage repairs
  • Manage warranty work — registration, tracking, and enforcement of manufacturer and contractor warranties
Storm Damage & Insurance Claims
  • Coordinate emergency response and repairs after hail, wind, and other storm events across the portfolio
  • Document damage (photos, reports, scopes) and support insurance claims from filing through completion
  • Work with adjusters, contractors, and ownership to align repair scope, cost, and coverage
  • Track claim status and recovery against repair spend
Materials & Procurement
  • Order project materials and run bulk/portfolio-wide buys to capture volume pricing
  • Track material and system type used on each roof section/building

Preferred
  • Prior roofing experience (field, estimating, or PM)
  • Familiarity with commercial low-slope systems (TPO, EPDM, PVC, mod-bit, BUR) and fluid-applied coatings
  • Working knowledge of manufacturer systems and warranty programs (GAF, Carlisle, Holcim/Elevate, Johns Manville, Sika/Sarnafil, etc.)
  • Experience with contractor prequalification and vendor management
Physical
  • Able to access roofs safely, climb ladders, work at heights, and walk large roof areas during site reviews
