Description
**IMMEDIATE HIRE
Leads field execution of roofing and wall panel scopes on military installations. Delivers the work to the contract plans, UFGS specs, approved submittals and manufacturer requirements, while holding schedule and complying with EM 385-1-1 and installation rules.
WHAT SUCCESS LOOKS LIKE
- First-pass manufacturer and government (QA) inspections
- Zero EM 385-1-1 violations or government stop-work orders
- Minimal punch list, rework and deficiency items in RMS
- No installation-related callbacks or warranty claims
- Proactive RFIs through RMS before conflicts reach the field
Key Responsibilities
Planning and coordination
- Build the 3-week look-ahead and support NAS/CPM schedule updates
- Coordinate site access, gate passes, escorts, laydown and crane picks with the installation and government QA
- Attend the preconstruction conference, weekly QC/coordination meetings and the mutual understanding meeting
Material and equipment management
- Verify deliveries match government-accepted submittals: type, thickness, manufacturer
- Confirm Buy American / Berry Amendment / TAA documentation where required
- Store materials dry, elevated and protected; track inventory to avoid delays
- Keep kettles, welders, lifts and fall protection systems inspected, logged and EM 385-1-1 compliant
Installation
- Roofing: deck condition, slope, moisture, insulation fastening, adhesive coverage, seams, flashings,
terminations, penetrations
- Wall panels / ACM: framing alignment, continuous air barrier, shop-drawing layout, fasteners, sealants,
roof-to-wall transitions
- Scuppers and penetrations: air barrier continuity, blocking, no open cavities, full waterproofing tie-ins
- Hold work at QC hold points until the QC Manager releases it
Safety leadership (with the SSHO)
- Enforce 100% fall protection per EM 385-1-1 Section 21 and the Fall Protection and Prevention Plan
- Review AHAs with crews before each new activity; lead daily toolbox talks
- Obtain installation hot work permits for kettles, torches and welding, with a fire watch
- Execute crane picks per the accepted lift plan (critical lift plan where required)
Reporting
- Submit daily production, labor, equipment and weather data for the RMS daily report
- Keep daily photo records of critical details organized by date and area
- Escalate delays, differing site conditions and design conflicts immediately; act only on KO direction
Skills, Knowledge and Expertise
- 5+ years supervising commercial roofing / wall panel work
- OSHA 30-Hour Construction, completed within the last 5 years
- EM 385-1-1 training (40-hour course, or as the contract specifies)
- Fall Protection Competent Person (EM 385-1-1 Section 21)
- First Aid / CPR / AED
- Aerial lift and forklift operator qualification where operated
- Able to pass a background check and obtain installation access
PREFERRED
- 2+ years on federal or military projects
- CQM-C — required if also serving as QC Manager
- Manufacturer installer training (e.g., Carlisle, GAF, Holcim)
- RMS proficiency
AUTHORITY
Full authority to stop work that does not meet plans, specs, manufacturer requirements or EM 385-1-1.
