Job description

The Project Engineering Specialist leads the engineering and technical delivery of projects executed with the DP2 SAT DSV Chester Morrison. The position converts client requirements and tender assumptions into safe, constructible, controlled, and executable offshore work scopes. It provides project governance, engineering coordination, execution planning, interface management, technical deliverable ownership, and client technical leadership from opportunity and tender development through mobilization, offshore execution, closeout, and lessons learned.

RESPONSIBLITIES:

• Establish the project engineering strategy, engineering execution plan, design basis, deliverable register, review cycle, and technical approval requirements for assigned projects.
• Define engineering scope, responsibilities, interfaces, verification requirements, and use of internal or third-party engineering resources.
• Ensure engineering deliverables are fit for purpose, independently checked where required, approved by authorized personnel, and issued under document control.
• Implement disciplined technical decision, deviation, risk, action, and change management throughout the project lifecycle.
• Support business development and tender teams with technical strategy, execution methodology, vessel capability assessments, schedule inputs, resource estimates, qualifications, assumptions, and risk identification.
• Lead technical clarification of client scope, specifications, drawings, data, interfaces, and acceptance criteria before execution commitments are made.
• Develop project execution plans, work breakdown structures, engineering schedules, deliverable lists, procurement technical requirements, and mobilization engineering scopes.
• Identify long-lead engineering, fabrication, certification, testing, vendor, and vessel-integration requirements.
• Lead multidisciplinary engineering for subsea construction, diving, marine operations, intervention, IRM, decommissioning, heavy lift, installation, recovery, and related offshore work.
• Coordinate calculations, drawings, procedures, rigging, lifting, seafastening, deck layouts, temporary works, tooling, fabrication, installation aids, test plans, and offshore work packs.
• Conduct constructability, operability, readiness, and technical-risk reviews with operations, vessel, diving, marine, QHSE, supply chain, vendors, and client representatives.
• Confirm field changes, redlines, as-built conditions, technical queries, and lessons learned are incorporated into final records and future execution planning.
• Own technical interfaces among the client, vessel, project team, subcontractors, OEMs, fabricators, survey, ROV, diving, marine, and third-party engineering organizations.
• Maintain interface, technical-query, action, decision, and engineering-change registers with clear ownership and required-by dates.
• Coordinate with the Technical & Regulatory Manager on asset MOCs, temporary modifications, class or regulatory review, and assurance requirements.
• Evaluate field conditions and scope changes for technical impact, schedule effect, resource implications, and commercial-notification support.
• Lead engineering readiness reviews and confirm approved procedures, drawings, calculations, certifications, equipment, personnel, and contingency plans are available before mobilization or execution.
• Provide timely engineering support during fabrication, loadout, mobilization, offshore operations, troubleshooting, and recovery planning.
• Maintain the client technical interface and communicate design status, constraints, risks, decisions, and required information clearly.
• Drive technical closeout, including as-built documentation, final records, deliverable acceptance, lessons learned, and closure of engineering actions.
• Plan engineering staffing and discipline support to match project phase, complexity, schedule, and technical risk.
• Assign clear technical ownership, review priorities, and decision authority while maintaining overall project engineering accountability.
• Coach project engineers and promote consistent use of engineering, project governance, quality, and document-control processes.

EDUCATION AND CREDENTIALS:

• Bachelor’s degree in engineering or a closely related technical discipline.
• Professional registration or an equivalent recognized technical credential is preferred.

EXPERIENCE:

• Deepwater offshore project experience is required.
• Progressive project engineering or engineering-management experience in offshore construction, subsea, marine, diving, IRM, intervention, heavy lift, installation, or decommissioning work.
• Demonstrated experience delivering multidisciplinary engineering packages and offshore execution documentation from tender through closeout.
• Experience coordinating calculations, drawings, procedures, temporary works, interfaces, vendors, fabrication, testing, mobilization, and offshore technical support.

REQUIRED SKILLS:

• Working knowledge of project governance, risk management, change control, document control, constructability review, and technical assurance.
• Ability to interpret client specifications, contracts, vessel constraints, engineering standards, survey data, drawings, schedules, cost or resource implications, and field conditions.
• Leadership across multidisciplinary and cross-functional teams with a strong constructability focus and offshore-execution awareness.
• Clear technical writing, presentation, negotiation, and client communication.
• Disciplined prioritization, interface management, action closure, and decision documentation.
• Commercial awareness without compromising engineering integrity, safety, regulatory compliance, or quality.
• Ability to retain overall management control while delegating discipline-specific technical authority to qualified specialists.
