Job summary

Acteon in Houston is seeking an experienced Project Engineering Manager to lead and coordinate all engineering activities for offshore, marine, and infrastructure projects.

You will provide technical leadership across the project lifecycle, ensuring deliverables meet safety, quality, budgets, and schedules while acting as the primary engineering focal point among clients, management, disciplines, vendors, and subcontractors.

Qualifications

• Bachelor of Science in Engineering or equivalent
• PE registration preferred
• 15+ years in offshore, marine, energy, or related industries
• 10+ years in leadership or project management roles
• Experience in EPC, EPCI, FEED, or detailed engineering environments preferred
• Experience leading multidisciplinary engineering teams on offshore/marine projects
• Strong understanding of engineering design processes from concept to closeout
• Ability to manage scope, interfaces, schedules, and resources
• Experience coordinating domestic and international teams, vendors, and subcontractors

Responsibilities

• Lead and coordinate multidisciplinary engineering teams to achieve project objectives
• Develop and supervise the Project Design Basis and execution strategy
• Direct development of preliminary equipment layouts and configurations
• Oversee preparation, review, and approval of drawings, calculations, specs, procedures, and docs
• Manage preparation and delivery of engineering work packages for procurement, fabrication, installation, and commissioning
• Coordinate interfaces between disciplines, clients, vendors, and subcontractors
• Provide technical support during procurement, fabrication, testing, installation, and commissioning
• Lead resolution of technical queries, deviations, concessions, and NCRs
• Ensure deliverables comply with codes, standards, contractual requirements, and procedures
• Manage engineering schedules, resources, and priorities in concert with project management
• Support risk management by identifying and mitigating technical and schedule risks
• Monitor progress and report status to management and clients
• Participate in project closeout, turnover, documentation, and lessons learned

Job description

Intermoor, Acteon's Moorings and Anchors business line, provides project and operational management expertise to customers across the mooring lifecycle. By combining operational knowledge of mooring equipment, anchor handling and industry failure modes with subsea engineering expertise, we create a company unmatched within the mooring niche. This approach mitigates risks in delivery, installation and operations across the lifecycle, reducing mooring lifecycle costs and safeguarding major operations that protect start-up schedules when mooring and mooring intervention are on the project or production critical path. We're looking for an experienced Project Engineering Manager in Houston. The Project Engineering Manager (PEM) is responsible for leading and coordinating all engineering activities associated with offshore, marine, and infrastructure projects. The PEM provides technical leadership throughout the project lifecycle, ensuring engineering deliverables are completed safely, efficiently, and in accordance with project requirements, quality standards, budgets, and schedules. The role serves as the primary engineering focal point between the client, project management team, engineering disciplines, vendors, subcontractors, and other stakeholders.

Duties

• Lead and coordinate multidisciplinary engineering teams to ensure successful execution of project objectives
• Develop, maintain, and supervise the Project Design Basis and overall engineering execution strategy
• Direct the development of preliminary equipment layouts, system configurations, and engineering designs
• Oversee the preparation, review, and approval of engineering drawings, calculations, specifications, procedures, and technical documentation
• Manage the preparation and delivery of engineering work packages supporting procurement, fabrication, installation, commissioning, and project closeout
• Coordinate engineering interfaces between disciplines, clients, vendors, subcontractors, and project stakeholders
• Provide technical support during procurement, fabrication, testing, installation, and commissioning activities
• Lead the resolution of technical queries, design deviations, concession requests, and non-conformance reports (NCRs)
• Ensure engineering deliverables comply with applicable codes, standards, contractual requirements, and company procedures
• Manage engineering schedules, resource requirements, and deliverable priorities in coordination with project management
• Support project risk management activities by identifying, assessing, and mitigating technical, schedule, and interface risks
• Monitor engineering progress and provide regular status updates to project management and clients
• Participate in project closeout activities, including engineering turnover, file organization, lessons learned documentation, and technical performance reviews
• Mentor and provide technical guidance to engineers, project engineers, and project managers within the organization
• Promote a strong culture of safety, quality, continuous improvement, and technical excellence

Required

• Bachelor of Science in Engineering or equivalent technical discipline
• Professional Engineering (P.E.) registration preferred
• Minimum 15 years of relevant experience in offshore, marine, energy, or related industries
• Minimum 10 years of experience in engineering leadership, project engineering management, or discipline management roles
• Experience working within EPC, EPCI, FEED, or detailed engineering environments preferred
• Extensive experience leading multidisciplinary engineering teams on offshore, marine, energy, or infrastructure projects
• Strong understanding of engineering design processes and project execution from concept development through fabrication, installation, commissioning, and closeout
• Demonstrated ability to manage engineering scope, interfaces, schedules, deliverables, and resources
• Experience coordinating domestic and international engineering teams, consultants, subcontractors, and vendors
• Excellent technical written, verbal, and presentation communication skills
