Job summary

Intermoor, Acteon's Moorings and Anchors business line, Houston, seeks an experienced Project Procurement Manager to lead sourcing, contracting, expediting, logistics, and supplier-management for complex marine projects. Intermoor, Acteon's Moorings and Anchors business line, provides project and operational management expertise to customers across the mooring lifecycle. By combining operational knowledge of mooring equipment, anchor handling and industry failure modes with subsea engineering expertise, we create a company unmatched within the mooring niche. This approach mitigates risks in delivery, installation and operations across the lifecycle, reducing mooring lifecycle costs and safeguarding major operations that protect start-up schedules when mooring and mooring intervention are on the project or production critical path.

We're looking for an experienced Project Procurement Manager in Houston. The Project Procurement Manager leads project procurement from award through closeout, translating project requirements into coordinated sourcing, contracting, expediting, logistics, and supplier-management activities. Working with the Project Manager, Project Director, Project Cost Controller, Project Planner / Scheduler, Engineering, Operations, Finance, and Legal, the role secures required goods and services while protecting cost, schedule, quality, and commercial objectives.

Duties

• Own the procurement plan, schedule, package strategy, and supplier approach for assigned projects
• Lead procurement packages from scope readiness through evaluation, award, delivery, and closeout
• Integrate technical, commercial, cost, schedule, quality, logistics, and operational inputs rather than functioning only as a buyer
• Report procurement status, commitments, lead times, supplier performance, risks, and decisions
• Protect project objectives through competitive sourcing, suitable terms, change control, and supplier management
• Provide project procurement leadership; routine purchasing may be completed by assigned buyers or authorized personnel
• Maintain the procurement plan, register, package list, sourcing strategy, responsibilities, and milestones
• Align procurement milestones and required-on-site dates with the Project Planner / Scheduler; identify exposure and recommend recovery actions
• Align budgets, commitments, forecasts, cash flow, changes, and reporting with the Project Cost Controller
• Lead competitive sourcing for major equipment, materials, subcontracted services, marine support, fabrication, logistics, and other project packages
• Lead commercial evaluations, coordinate technical evaluations, and prepare bid comparisons, recommendations, negotiation strategies, and award records
• Work with Legal and Project Management on supplier terms, protections, deliverables, warranties, insurance, liabilities, and flow-down requirements
• Maintain complete records of quotations, evaluations, approvals, negotiations, awards, correspondence, and commitments
• Lead critical-package meetings and monitor supplier engineering, documents, fabrication, inspection, testing, shipment, and delivery
• Monitor supplier performance against cost, schedule, quality, technical, documentation, and HSE requirements and coordinate corrective action
• Provide status reports, look-aheads, commitment forecasts, risk updates, and decision logs for project reviews
• Support audits, supplier reviews, warranty follow-up, final reconciliation, lessons learned, and package closeout

Required

• Bachelor's degree in Supply Chain Management, Business Administration, Engineering, Construction Management, Finance, or related discipline. Equivalent experience may be considered
• Minimum five years of project procurement, subcontracting, supply-chain, or commercial experience with complex packages
• Demonstrated experience in sourcing, negotiation, commercial evaluation, supplier performance, expediting, and closeout
• Offshore, marine construction, fabrication, energy, or EPC project experience is preferred.
• Strong knowledge of project procurement, sourcing, tendering, negotiation, subcontracting, expediting, supplier performance, and closeout
• Strong commercial judgment, contract literacy, cost awareness, and ability to identify procurement and schedule risk
• Ability to lead cross-functional decisions and communicate clearly with internal functions, suppliers, and subcontractors
• Strong planning, analysis, negotiation, documentation, and problem-solving skills
• Advanced Microsoft Excel for bid evaluations, spend and commitment analysis, PivotTables, charts, and reconciliation
• Experience with ERP and procurement systems such as Business Central/Navision, SAP, Oracle, or equivalent
• Familiarity with Power BI, contract-management platforms, supplier portals, and document-management systems is preferred
• Working knowledge of Microsoft Project or Primavera P6 is preferred
