Job summary

Confidential is seeking a Project Engineering Lead to own the integrity of the technical baseline across electrical, civil, equipment and OT for a brownfield electrification of a large-scale facility. The role requires coordinating across multiple disciplines and serving as the single technical interface to the central engineering authority.

Qualifications

Job description

As part of the project leadership team, the Company is looking for an individual to lead the engineering and design-assurance discipline for the Project. The role is the Project Engineering Lead (PEL).

This project is different from a new-build. It is a brownfield electrification of a large-scale operating facility. The heavy equipment moves from diesel-hybrid to fully electric, and the substation, distribution and charging infrastructure to power it is designed and built around live operations. Engineering decisions carry directly into safety, throughput and a long-term asset life. The design must be right, and it must be demonstrably right at each stage gate.

The Project Engineering Lead owns the integrity of the technical baseline. The role holds the design to the project's requirements across every discipline, runs the assurance process that lets the Project Director commit capital with confidence, and is the project's single technical interface to the central engineering authority.

Principal Accountabilities
  • The technical integrity of the project design across all disciplines — electrical, civil, equipment and OT — measured against the project requirements and the applicable codes and standards.
  • The design-assurance process: the reviews, hold points and technical approvals that evidence a design is fit to proceed before procurement or construction is committed.
  • The Employer's Requirements and technical specifications issued to consultants, contractors and OEMs, and the technical evaluation of what they return.
  • The engineering inputs to each stage gate, in the form the Project Director and the Steering Committee need to release the next phase of capital.
  • The project's technical interface to the central engineering authority — carrying its standards into the project and project deviations back to it for resolution.
  • Design change: no change to a frozen design proceeds without technical assessment of its effect on safety, interfaces, cost and schedule.
Responsibilities
Design and assurance
  • Establish and run the design-assurance plan — review stages, hold points, technical approvals — across the electrical, civil, equipment and OT packages.
  • Own the project requirements and the Employer's Requirements. Keep them current, traceable and consistent across packages as the design develops.
  • Chair technical reviews at each design stage. Record decisions, hold points and dispositions so the design history is auditable at the stage gate.
  • Assure that the design meets applicable US codes, utility standards and the Company engineering standards, and that deviations are identified, justified and approved.
Interfaces and technical authority
  • Act as the project's single technical interface to the central engineering authority. Bring its standards and design authority into the project, and take project-specific deviations back for resolution.
  • Own the technical interfaces between packages — electrical to equipment, civil to electrical, OT to everything — so that each interface is defined, assigned and closed.
  • Support the Electrical and Equipment Managers on the specifications for the substation, distribution, charging infrastructure and the electric heavy equipment, holding them consistent with the overall design basis.
  • Provide the technical evaluation for tenders and support contract award with an engineering position, not only a commercial one.
Governance and stage gates
  • Produce the engineering evidence for the Phase 2 stage gate: design maturity, technical risk position, and the assurance record that shows the design is fit to carry the next phase of capital.
  • Run design-change control. Assess every proposed change to a frozen design for its effect on safety, interfaces, cost and schedule before it proceeds.
  • Maintain the technical risk register and feed it into the project controls risk process.
Critical Qualifications / Skills / Experience

Experience

  • 10 years' experience overall, including a minimum of 5 years in an engineering or design-management role on large-scale capital infrastructure.
  • Accountability for design delivery or design assurance on at least two large-scale (> USD 100M) and complex capital projects.
  • Multi-discipline engineering coordination — electrical, civil and equipment — on a single integrated project.
  • Running a design-assurance or technical-governance process with defined hold points and stage-gated approvals.
  • Confidently presenting technical positions to project and executive stakeholders in written and spoken English.
  • Engineering delivered inside a live, operating facility (brownfield).
Preferred (but not essential)
  • Electrical infrastructure experience — medium-voltage distribution, substations or utility interface.
  • Exposure to heavy equipment electrification or industrial fleet electrification.
  • US capital project experience, including US codes, utility standards and permitting practice.
  • A chartered or professional engineering qualification (PE, CEng or equivalent).
