Job summary

The City of Mansfield is seeking a Project Engineer I – Drainage Engineer to coordinate drainage, stormwater, floodplain, and related civil engineering efforts. You will serve as Floodplain Administrator and help manage the Drainage Capital Plan, interpreting ordinances and standards while guiding development review and capital projects.

You'll collaborate with developers, consultants, and regulatory agencies, conduct field inspections, and ensure designs meet safety and performance criteria.

Qualifications

  • Licensed PE in Texas required.
  • Bachelor's degree in civil engineering; 4+ years experience.

Starting Salary Range: $96,136 - $114,434

POSITION SUMMARY

The Project Engineer I – Drainage Engineer is responsible for coordinating, reviewing, and supporting drainage, stormwater, floodplain, and related civil engineering activities to ensure that public and private improvements are designed, constructed, and maintained to operate safely and efficiently. Serves as the City's Floodplain Administrator and assists with developing and managing the Drainage Capital Plan. Interprets and implements City ordinances, drainage criteria, iSWM practices, floodplain management requirements, stormwater quality standards, and accepted engineering methods relating to development review, capital improvement projects, and floodplain administration. Subject to administrative direction and review by the City Engineer.

WHAT YOU'LL DO

  • Capital Project Coordination - Coordinate capital improvement projects (primarily drainage-related) from conceptual planning through design, bidding, construction administration, inspection coordination, and closeout.
  • Engineering Documentation - Prepare or assist in preparing engineering plans, specifications, drainage reports, floodplain studies, cost estimates, technical memoranda, agenda items, and staff recommendations.
  • Stakeholder Coordination - Coordinate with developers, consultants, contractors, utility providers, other City departments, regional partners, regulatory agencies, and the public regarding drainage, stormwater, floodplain, and construction matters.
  • Field Reviews & Inspections - Conduct field reviews and coordinate inspections of project-related infrastructure before, during, and after construction.
  • Additional Duties - This role may require taking on responsibilities outside of those listed above as operational needs evolve. Duties and priorities may shift at any time with or without notice.

Drainage Engineering Focus

  • Standards Development - Assist with development and maintenance of City drainage standards, floodplain procedures, design criteria, standard details, technical procedures, drainage master planning, and long-range stormwater infrastructure recommendations.
  • Plan & Study Review - Review plans, drainage studies, flood studies, specifications, construction documents, and related submittals for public and private development projects.
  • Hydrologic & Hydraulic Analysis - Review and assist in evaluating hydrologic and hydraulic analyses, including runoff calculations, storm drain design, detention and retention systems, open channel improvements, culverts, grading impacts, floodplain impacts, erosion protection, and energy dissipation.
  • Civil Infrastructure Modeling - Perform or assist in reviewing civil infrastructure modeling related to storm drain systems, open channels, floodplains, detention facilities, and other drainage improvements using appropriate engineering software and accepted methods.
  • Floodplain Administration - Serve as the City's Floodplain Administrator, including review of floodplain development proposals, interpretation and application of floodplain requirements, coordination of floodplain permits, maintenance of floodplain records, and coordination with FEMA, state, regional, and local agencies as directed.

WHAT YOU'LL BRING

  • Civil Engineering Knowledge - Thorough knowledge of civil engineering design, construction, plan review, estimating, surveying, project management, and hydrology and hydraulics for drainage, stormwater, and floodplain improvements.
  • Hydrology & Hydraulics - Working knowledge of hydrology and hydraulics, including storm drain design, open channel flow, culverts, detention and retention facilities, floodplain analysis, grading impacts, erosion protection, and energy dissipation.
  • Regulatory Knowledge - Knowledge of applicable City drainage criteria, iSWM practices, stormwater quality protection principles, floodplain management requirements, floodplain ordinance administration, and related local, state, and federal regulations.
  • Floodplain Administration - Ability to administer the City's floodplain responsibilities, including review of floodplain development proposals, interpretation of floodplain regulations, permit coordination, recordkeeping, mapping and technical data review, and coordination with FEMA and other agencies.
  • Technical Review - Ability to review drainage studies, hydraulic models, water-quality protection measures, construction documents, and technical reports for compliance with accepted engineering standards and City requirements.
  • Analytical Skills - Skill in analyzing and evaluating projects, studies, policies, and procedures in order to develop recommendations for improvements relative to City of Mansfield accepted standards.
  • Communication - Ability to communicate effectively orally and in writing about both technical and non-technical matters, including the ability to explain drainage and floodplain issues to staff, applicants, elected officials, and the public.
  • Collaboration - Ability to work well with other City departments, consultants, contractors, developers, regulatory agencies, other governmental entities, and the general public.
  • Professional Judgment - Exhibit and exercise professional analysis and judgment in the course of carrying out duties as a project reviewer, Floodplain Administrator, project leader, and project manager.
  • Technical Proficiency - PC experience including normal office software and engineering software used for civil design, drainage analysis, hydraulic modeling, GIS, and project documentation.

EDUCATION REQUIREMENTS

License / Certification Requirements:

  • Licensed as a Professional Engineer (PE) in the State of Texas.

Experience Required:

  • Bachelor’s degree in civil engineering from an accredited college or university, plus four (4) or more years of experience in civil engineering design, drainage analysis,floodplain analysis, development review, capital project management, or study preparation.

Preferred Experience:

  • Experience with municipal drainage criteria, iSWM, HEC-RAS or comparable hydraulic modeling software, storm drain modeling or design tools, GIS, floodplainstudies, floodplain administration, detention analysis, and stormwater quality protection.
  • Experience coordinating with developers, consultants, contractors, regulatory agencies, and the public on drainage, floodplain, stormwater quality, and construction-related issues.

WORKING CONDITIONS

Work Environment

Work is performed primarily in an office environment with regular field visits to project sites, construction areas, and floodplain locations. The position requires the ability to work outdoors in varying weather conditions during field reviews and inspections. The employee must be able to respond to engineering emergencies and time-sensitive project needs as required.

Physical Demands

The employee must be able to remain in a stationary position for extended periods while performing office-based engineering work, as well as move about field sites to conduct inspections. The position requires the ability to exert up to 10 pounds of force occasionally in the course of carrying field equipment, plans, and documents.

Mobility and Equipment Operation

The employee must be able to move about work sites, construction areas, and between City facilities; operate standard office equipment and engineering software; and communicate effectively with developers, contractors, regulatory agencies, and the public in both office and field environments.

Environmental Conditions

This position is subject to occasional exposure to outdoor environmental conditions including heat, cold, noise, and construction site hazards during field reviews and inspections. Office work is performed in a standard climate-controlled environment with moderate noise levels from equipment and conversations.
