Job summary

Gfoat seeks a Civil Engineer to support planning, design, and construction for municipal projects in Texas. You will work on a range of infrastructure programs and environmental initiatives, reporting to Public Works leadership.

The role requires PE licensure or the ability to obtain within 6 months, Floodplain Manager certification, and a Texas driver’s license. Strong skills in AutoCAD and Office suite are expected, with capacity to supervise inspections and coordinate with developers.

Qualifications

  • Registered as a Professional Engineer (P.E.) in Texas or ability to obtain within 6 months of hire.
  • Floodplain Manager Certification or ability to obtain within 6 months of hire.
  • Valid Texas driver's license with good driving record.

Responsibilities

  • Coordinate with departments for development of property and prepare drawings for City Council and meetings.
  • Provide project management on Capital Improvement Projects and review zoning and platting applications.
  • Administer construction contracts for public infrastructure projects and process change orders.
  • Supervise private development inspections and coordinate public improvements.
  • Represent City with agencies for permits, plans, and analyses.
  • Assist in budgeting and environmental program administration and master plans.
  • Work with Traffic Division on counts, surveys, and inventory of signals and lighting.
  • Investigate requests and questions from staff, officials, and citizens.
  • Serve as Floodplain Manager and ensure NFIP compliance.
  • Act as Right-of-Way Permit Manager and maintain ROW database.

Job description

JOB SUMMARY

Under minimal supervision, the Civil Engineer assists the Department in the performance of office and field‑related engineering work in connection with the planning, design, and construction of a wide variety of engineering projects and the development and administration of environmental programs and policies.

PRINCIPAL DUTIES AND RESPONSIBILITIES
  1. Coordinates with other departments for the orderly platting and development of all property in the City in accordance with established City ordinances, policies, and procedures, and prepares drawings and presentations for City Council and other public meetings.
  2. Provides project management on the City’s Capital Improvement Projects, technical direction to developers and builders, reviews and comments on zoning applications and exhibits, platting applications and exhibits, and engineering construction plans.
  3. Maintains engineering plan files and digital file systems, and revises ordinances, procedures, and policies as required, and administers construction contracts for public infrastructure projects, including processing change orders.
  4. Supervises private development construction inspections and coordinates completion and acceptance of private development‑related public improvements.
  5. Represents the City and department with other governmental and regulatory agencies for review and processing of permits, applications, engineering plan submittals, hydraulic analysis, and other requests.
  6. Assists in the preparation of the department’s annual Operations and CIP budgets, assists in development, implementation, administration, and enforcement of NPDES Stormwater Management Program, and assists in implementation of environmental and other regulations and mandates, and in developing and updating infrastructure master plans.
  7. Works closely with the Traffic Division to perform traffic counts and speed surveys, and maintains the inventory of traffic signals, street lighting, and signs.
  8. Performs field investigations and investigates requests, suggestions, and complaints from City staff, City officials, and citizens under the direction of the Director of Public Works.
  9. Acts as City Floodplain Manager, ensures NFIP regulations are adhered to by all developers and public improvement projects, and assists the public in obtaining flood maps and floodplain‑related information.
  10. Acts as Right‑of‑Way Permit Manager, reviews applications, coordinates work with contractors, provides inspections, and maintains a database of approved ROW permits.
  11. Performs other related duties or projects as assigned.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
  • Skill in the use of quantitative and analytical approaches to problem solving.
  • Skill in technical fields related to the design of roads, drainage, water, and wastewater facilities.
  • Knowledge of construction and engineering design contract administration.
  • Knowledge of current civil engineering practices and the Texas Engineering Practices Act.
  • Skill in the operation and utilization of computers and computer software, including Microsoft Office Suite.
  • Knowledge in the use of the latest version of AutoCAD to design paving, drainage, water, and sewer plans.
  • Ability to interpret and apply City ordinances, policies, and procedures.
  • Ability to communicate effectively and meet with the public.
  • Ability to direct and manage the work of subordinates and consultants.
  • Ability to exercise discretion and independent judgment and solve problems.
MINIMUM EDUCATION AND EXPERIENCE REQUIRED

Bachelor’s Degree in Civil Engineering plus three (3) years municipal experience working for a City in Engineering or as a Consulting Engineer. An equivalent combination of education and experience may be considered. Must be registered as a Professional Engineer (P.E.) in the State of Texas or have the ability to obtain within 6 months of hire. Must have Floodplain Manager Certification or have the ability to obtain within 6 months of hire. Must possess a valid Texas license with a good driving record.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Sitting, walking, and standing, some pushing/pulling up to 50 pounds, lifting and carrying up to 35 pounds; grip 15 pounds; repetitive movement of wrist and fingers during computer data input; reaching; bending, squatting, kneeling, stair climbing, fine motor manipulation. Maintains static posture during sitting. Must have the ability to work in both indoor and outdoor environments.
