Job summary

Olin Chemicals in Plaquemine, LA is seeking a Project Engineer to partner with Operations and Maintenance to identify and lead process improvement and reliability projects.

You will develop scopes, cost estimates, and capital requests, manage projects through the FEL stages, and support field construction with a focus on safety, cost control, and on-time delivery.

Qualifications

• Bachelor's degree in Engineering; Chemical or Mechanical preferred.
• 1+ years of project/manufacturing experience; chemical environment preferred.
• Experience with vendor proposals, quotations, contractor bids, and development of solutions preferred.
• Demonstrated problem-solving ability and teamwork.
• Experience with purchase orders, project management software, spreadsheets, and SAP preferred.
• Excellent interpersonal, organizational and communication skills.

Responsibilities

• Partner with operations and maintenance to identify data for improvement opportunities.
• Facilitate idea sessions to identify projects, value, and feasibility.
• Prepare scopes of work with site resources and review with Purchasing.
• Develop cost estimates at FEL1, FEL2, FEL3 levels; prepare CARs.
• Manage projects through FEL process using Capital Project Management System.
• Support field construction through plans interpretation, schedules, and safety/posture; ensure timely, cost-effective, quality execution.
• Set up cost control and reporting; monitor costs against budget.
• Ensure PSM elements such as MOC and PSSR are addressed.

Focus: The Project Engineer works with Operations and Maintenance personnel to identify and lead both process improvement and maintenance/reliability project opportunities.

Project Engineer Essential Job Functions:

• Partner with plant operation and maintenance personnel to identify, gather, and analyze information and data relating to improved plant operation and equipment.
• Facilitate idea sessions to identify projects, value, and feasibility, ensuring a healthy pipeline of improvement project ideas.
• Prepare detailed scopes of work for proposed projects in conjunction with other site resources, such as production engineering, maintenance and reliability, safety, and environmental representatives.
• Prepare detailed specifications for materials and equipment and prepare installation scopes of work to enable Purchasing to obtain competitive bids. Review bid analysis and make recommendations to Purchasing.
• Develop project cost estimates at FEL1, FEL2, and FEL3 levels; prepare project proposals and Capital Appropriation Requests (CARs).
• Manage projects throughout the FEL process via Olin's Capital Project Management System.
• Support field construction efforts through interpretation of plans, specifications, schedules, and work with assigned construction personnel to ensure a safe, timely, cost effective, and quality project execution.
• Set up cost control and reporting for assigned projects. Monitor and manage various states of engineering and construction costs to ensure that each project is completed within the budgeted appropriation.
• Ensure that all required elements of PSM are satisfied, including MOC, PSSR, and that hazard review inputs are addressed.

Project Engineer Minimum Requirements:

• Bachelor's Degree* in Engineering; Chemical or Mechanical engineering discipline preferred.
• 1+ years of project/manufacturing experience; chemical manufacturing environment preferred.
• Experience with managing vendor proposals and quotations, contractor bids, and development of desired solutions for projects preferred.
• Demonstrated ability to problem solve and work in a team environment.
• Demonstrated use of purchase order processing systems, project management software, spreadsheet, and Microsoft Office systems; SAP experience preferred.
• Excellent interpersonal, organizational and communication skills - verbal and written.
• Prior Olin experience preferred. Must be able to obtain a Transportation Worker Identification Credential (TWIC) and possess a valid US Driver's license.
