Job summary

Olin is seeking a Senior Project Engineer in Freeport, TX to lead capital and expense projects across its Texas Operations. You’ll apply FEL practices to deliver safe, on-time, on-budget projects while meeting regulatory requirements and driving continuous improvement.

Responsibilities include coordinating multi-disciplinary teams, managing schedules and budgets, and mentoring junior engineers. A Bachelor’s in engineering and 7+ years of experience are required, with relocation available.

Qualifications

• Bachelor's degree in engineering (Chemical, Mechanical or Civil preferred).
• 7+ years of experience in project engineering or related roles, preferably in chemical manufacturing.
• Experience delivering capital projects using FEL methodologies and strong project management skills.
• Proven ability to manage multiple projects with ownership across multi-discipline teams.
• Understanding of OSHA PSM, EPA RMP, and general engineering best practices.
• Excellent communication, collaboration, and leadership skills.
• PMI/PE certification is a plus; TWIC and valid US driver’s license required.

• Ensure all activities comply with EHS requirements, OSHA PSM, EPA RMP, and internal standards.

• Monitor progress, risks, and metrics; conduct risk assessments and mitigation.
• Provide engineering expertise through reviews, hazard analyses, and troubleshooting.
• Mentor junior engineers in project methodology and stakeholder engagement.
• Support site initiatives including turnarounds and shutdown planning.

The Senior Project Engineer is responsible for leading and executing capital and expense projects across Olin's Texas Operations - a large, integrated chemical manufacturing complex. Leveraging established project management and Front‑End Loading (FEL) practices, this role ensures projects are delivered safely, on time, and on budget while meeting all technical, regulatory, and operational requirements. This position supports multiple operating units within an OSHA PSM/EPA RMP regulated facility and plays a key role in maintaining compliance throughout the project lifecycle. The Senior Projects Engineer also serves as a mentor to other project engineers and collaborates closely with experienced project managers within the Project Management Center of Excellence to drive consistency, quality, and continuous improvement across the portfolio.

What You’ll Do

• Manage Site capital and expense projects from concept through execution by defining scope, estimates, schedules, procurement needs, and construction plans while applying FEL and maintaining change‑management practices
• Ensure all project activities comply with EHS requirements, OSHA PSM, EPA RMP, industry standards, and internal engineering and regulatory practices
• Coordinate multi‑disciplinary teams, contractors, and stakeholders across Operations, Maintenance, Engineering, Procurement, Finance, Center of Excellence, and external partners to ensure safe, effective project implementation
• Monitor and report project progress, risks, and performance metrics while conducting risk assessments and implementing mitigation strategies
• Provide project engineering expertise through technical reviews, hazard analyses, troubleshooting, and driving improvements in reliability, operability, and maintainability.
• Mentor and guide other Projects Engineers and early‑career engineers in project methodology, technical decision‑making, and stakeholder engagement.
• Support site initiatives including turnarounds, shutdown planning, as Manufacturing Representatives and/or Project Managers across site‑level projects.

What You'll Bring

• Bachelor's Degree* in Engineering; Chemical, Mechanical or Civil preferred
• 7+ years of experience in project engineering related roles; Chemical manufacturing or related industry experience preferred
• Demonstrated experience delivering capital projects using FEL methodologies; Strong knowledge of project management principles and tools.
• Proven ability to manage multiple projects simultaneously with a high degree of ownership across multi‑discipline teams.
• Strong understanding of OSHA PSM, EPA RMP, and recognized and generally accepted good engineering practices (RAGAGEP).
• Excellent communication, collaboration, and leadership skills.
• Project Management Professional certification preferred
• Must possess a valid US driver's license and be able to obtain a Transportation Worker Identification Credential (TWIC)
