Job summary

Quanta Government Solutions in Houston is seeking a Project Cost Controls Specialist (Cost Specialist Levels II, III & Senior) to own budgets and cost baselines for major energy and infrastructure projects across North America.

You will forecast final costs, track actuals, identify risks, and partner with Project Managers and Operations leaders to ensure on-plan delivery. Requires 5–10+ years of cost controls and strong Excel/EPM tools experience; travel up to 15%.

Qualifications

• Bachelor’s degree in Construction Management, Business, Finance, or Engineering.
• 5–10+ years of project cost controls experience.
• Experience with EVM, budgeting, and cost forecasting.
• Strong Excel skills and familiarity with ERP/cost systems.

Responsibilities

• Develop, maintain, and control project budgets and cost baselines.
• Track actual costs, commitments, forecasts, and cost trends.
• Perform EAC/ETC, variance, and cost-to-complete analysis.
• Identify cost risks, deviations, and corrective actions.
• Support change orders, budget transfers, and cost impact analysis.
• Prepare cost reports, forecasts, dashboards, and project performance updates.
• Communicate cost performance to Project Managers and leadership.
• Partner with project teams to align financial performance with execution plans.
• Apply EVM principles to cost and schedule performance.
• Use JDE, EcoSys, Procore, Excel, and Power BI.
• Support consistent cost-control processes and continuous improvement across projects.
• Willingness to travel up to 15% domestically.
