This level may include individuals in administrative, office facilities, executive assistant, internship or apprenticeship roles, and may serve as entry-level for new hires without tertiary education qualifications.

Leads or coordinates projects and programs from initiation through completion, overseeing planning, resourcing, staffing, scheduling, and execution to ensure successful delivery. Manages project progress, risks, and issues, and provides regular reporting to stakeholders to ensure outcomes meet agreed requirements for scope, quality, reliability, timeline, and cost.

Coordinates cross‑functional teams, resources, and, where applicable, suppliers or subcontractors, and monitors performance against plans. Identifies and recommends adjustments to schedules, budgets, or resourcing to address changing requirements or risks, ensuring projects and programs are delivered efficiently and in alignment with organisational objectives.
