Job summary

STV Incorporated seeks a Project Controls Specialist II to support multi-project planning, cost management, scheduling, forecasting, and reporting in our Philadelphia, PA office. The role collaborates with PMs, schedulers, cost engineers, and client stakeholders on major transportation and infrastructure programs.

The ideal candidate demonstrates strong analytical abilities, familiarity with EVM, and experience with Primavera P6, MS Project, and Power BI.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Project Management, Business, Finance, Economics, or related discipline.
• 0-5 years of project controls, scheduling, cost engineering, project management support, or related experience.
• Experience supporting transportation, transit, infrastructure, construction, engineering, or capital improvement projects.
• Working knowledge of: Cost Management, Project Forecasting, CPM Scheduling, Change Management, Risk Management, Earned Value Management (EVM), Project Performance Reporting.
• Proficiency with Microsoft Excel and Microsoft Office Suite.
• Experience utilizing Primavera P6, Microsoft Project, or other scheduling tools.
• Strong analytical, organizational, problem-solving, and communication skills.
• Ability to manage multiple assignments in a fast-paced project environment.

Responsibilities

• Cost Management & Forecasting: develop budgets, cost reports, forecasts; monitor expenditures and budget performance; conduct cost variance analysis; support EAC forecasting and EV reporting; review invoices and documentation; identify cost improvement opportunities.
• Scheduling & Progress Tracking: develop/update schedules in Primavera P6 or MS Project; monitor milestones and critical path; support schedule health assessments and progress reporting; assist in delay analysis and recovery planning.
• Change Management & Risk Analysis: track changes; evaluate schedule/cost impacts; maintain risk registers and project controls logs; support mitigation planning and claims avoidance.
• Reporting & Performance Management: prepare project controls reports and dashboards; analyze data; support executive/client reporting; develop reporting tools in Excel/Power BI; maintain documentation.
• Collaboration & Project Support: work with PMs, schedulers, cost engineers, construction managers; participate in meetings; implement controls standards; contribute to process improvements; assist with audits and client deliverables.
