Job summary

RINA is seeking a Project Controls Specialist in Boston, MA or Chicago/Lisle, IL to join the Civil Engineering division. The role covers CPM scheduling, cost control, and earned value on transit projects, requiring collaboration with cross-functional teams.

Qualifications

  • Bachelor's degree, preferably in a technical, financial, or business management major.
  • Experience working on transit or transportation related projects.
  • Excellent skills using Primavera P6 and MS Office.
  • 3+ years' experience in scope management, planning, scheduling, and cost management.
  • Strong knowledge of project controls and management best practices.
  • Ability to manage large schedules with complex activity coding and WBS.
  • Solid Earned Value Management experience.
  • Strong written and verbal communications for complex data reviews.
  • Self-starter, able to work independently or in a team.
  • PMI-PMP, PMI-SP, AACE-EVP, AACE-PSP or equivalent preferred.

Responsibilities

  • Develop and maintain cost and resource loaded CPM Schedules.
  • Maintain time-phased budgets, work schedules, WBS, and cost accounts.
  • Provide EV management reporting and forecasting.
  • Operate Primavera P6 and MS Office applications.
  • Interface with technical, financial, project managers on scheduling, cost, risk, EV.
  • Gather, validate, analyze, and report monthly performance data.
  • Support schedule/PMB changes and update baselines.
  • Develop and maintain project controls systems.
  • Participate in meetings on schedule development and resource assignment.
  • Perform monthly variance analysis and implement corrective actions.
  • Identify problems and develop effective solutions.
  • Support risk management activities and documentation updates.
  • Participate in subcontract development and management.
  • Work independently to complete tasks and meet deadlines.

RINA is currently recruiting for a Project Controls Specialist to join its office in Boston, MA or Chicago/Lisle, IL within theCivil EngineeringDivision.

Compensation Data

$95,000 - $130,000 commensurate with education and experience

Mission

The Project Controls Specialist will have the opportunity to work on transit and transportation related projects providing CPM scheduling, cost control, and Earned Value Management services on major projects in various stages of planning, design, construction, and closeout utilizing best practices for construction projects.

Key Accountabilities
  • Develop and maintain cost and resource loaded CPM Schedules
  • Participate in maintaining and developing time-phased budgets, work schedules, work breakdown structures, and cost account plans.
  • Provide project earned value management reporting and forecasting.
  • Operate software applications based on business/system requirements. Primary focus will be on Microsoft Office, and Oracle Primavera P6 software applications.
  • Interface with the project’s technical staff, financial staff, project managers, and functional managers on aspects of scheduling, cost estimating, risk, and earned value analysis.
  • Gather, validate, perform, analyze, and report on project monthly performance data.
  • Support change management efforts by analyzing and incorporating changes to the schedule and PMB in a timely manner.
  • Support the project team in developing, implementing, and maintaining project controls systems.
  • Participate in meetings involving schedule development and maintenance and assignment of resources.
  • Perform monthly performance and baseline change variance analysis and implement corrective actions.
  • Identify problems, draw valid conclusions, and develop effective solutions to project related issues.
  • Support risk management efforts including risk analyses, assessments, and processes.
  • Development, reviews, and updates of supporting project documentation
  • Participate in subcontract development and management of subcontractor performance.
  • Work independently to complete assigned tasks and meet deadlines.
Qualifications
  • Bachelor's degree, preferably in a technical, financial, or business management major.
  • Experience working on transit or transportation related projects.
  • Excellent skills in utilizing Oracle Primavera (P6), and MS Office software applications.
  • 3+ years' experience supporting the performance of scope management, planning & scheduling to include resource and procurement planning, estimating/cost management, risk management and project performance monitoring and reporting.
  • Strong knowledge of project controls and project management best practices
  • Competency in managing large programmatic schedules, complicated activity coding and Work Breakdowns Structures
  • Solid experience and understanding of Earned Value Management
  • Strong technical written and verbal communications skills including the ability to present complex data in easy-to-understand ways for internal and external reviews.
  • Self-starter who can work independently as well as part of a multi-discipline team.
  • PMI-PMP, PMI-SP, AACE-EVP, AACE-PSP or equivalent certification preferred.

ADDITIONAL QUALIFICATIONS

  • Ability to travel up to 10% regionally for site visits and client meetings
  • Valid driver’s license
