B.L. Harbert International is looking for a Project Controls Engineer for various locations overseas. The Project Controls Engineer will work in close cooperation with the Project Manager, superintendents, and material suppliers during the refinement of the project execution schedule and the monitoring of the project's critical path. Candidate will work with the project team to update plans for project design processes, procurement, construction, and commissioning activities.
Responsibilities
- Prepare project schedule updates and reports required by the contract
- Prepare short-term look-ahead schedules for use by BLHI field forces and subcontractors
- Record and report actual performance progress and forecast completion of work based on performance to date
- Prepare evaluations of potential time impacts from change issues or unanticipated conditions in the field
- Prepare and maintain BLHI’s procurement log to assist in planning and execution of material procurement
- Assist the project manager and project engineer to analyze cost and potential time issues associated with RFP’s
Requirements
- Ability to obtain and maintain a security clearance through the US Government
- Ability to relocate overseas to work on projects for 2-4 years
Physical Demands
- Have the ability to repetitively use hands to grasp, reach above and below with arms, and work overhead
- Have the ability to stand, sit, walk, stoop, kneel, squat, crawl, climb, bend, balance and twist for extended periods
- Have the ability to frequently lift and/or push or pull up to 40 pounds and occasionally lift and/or push or pull up to 75 pounds
- Possess the manual dexterity to utilize and operate construction tools and/or construction equipment and machinery
- Possess physical agility and mobility, to include safely maneuvering throughout the job site
To perform the duties of this job, the employee must:
- Must be able to work 60-hours/week, six days/week, 10 hours/day
- May be exposed to fumes or airborne particles, moving mechanical parts and vibration
- Will have occasional exposure to a variety of extreme conditions at construction job sites including frequent loud noises
- Must be comfortable with regular work near moving mechanical parts and outside conditions that include inclement weather, heat and humidity, and exposure to dust and asphalt

Bachelors or better in Construction Management Services or related field.
Experience
Required
- Experience and Training in scheduling and planning construction projects
Preferred
- Experience in Department of Defense or Department of State projects
- Experience in USACE or OBO projects overseas
5 years:
- Experience in scheduling and planning construction projects using Primavera P6
