Job summary

Ian Martin Group is seeking a detail-oriented Project Controls Coordinator in Houston, TX. This contract role supports budgeting, forecasting, and reporting across capital projects in a hybrid work setting.

The ideal candidate brings 3–5 years in project controls, strong Excel/Power BI skills, and experience with Oracle Cloud/Projects. You will interact with PMs, engineers, and contractors to ensure accurate financial controls and timely reporting.

Qualifications

  • Bachelor's degree in Business, Accounting, Finance, Construction Management, Engineering, Project Controls, or related field; equivalent combinations may be considered.
  • 3–5 years in project controls, cost controls, field controls, construction management, project accounting, or related field.
  • Experience on large-scale capital projects in oil & gas, pipeline, terminal, utility, energy, industrial, or infra sectors.
  • Strong knowledge of cost management, budgeting, forecasting, accruals, commitments, EVM, and financial reporting.
  • Understanding of contract administration, invoice validation, payment certification, and change management.
  • Proven analytical and problem-solving capabilities with ability to interpret complex data.
  • Excellent communication, presentation, and stakeholder management skills.

Responsibilities

  • Prepare, maintain, and analyze budgets, forecasts, commitments, accruals, and cost reports.
  • Monitor project performance, track cost trends and variances, provide financial insights.
  • Develop and maintain EAC forecasts and support EVM reporting.
  • Review and validate contractor invoices, payment applications, and documentation.
  • Support contract administration including change orders and cost impact assessments.
  • Develop and enhance dashboards and automated reports using Excel, Power BI, and Oracle-based systems.
  • Analyze large datasets to identify risks, opportunities, and performance improvements.
  • Collaborate with PMs, engineers, construction teams, and contractors for accurate reporting.
  • Support capital budgeting, forecasting, risk management, and project performance monitoring.
  • Drive continuous improvement in project controls processes and data management.

Project Controls Coordinator

Job Overview

Key Responsibilities
  • Prepare, maintain, and analyze project budgets, forecasts, commitments, accruals, and cost reports throughout the project lifecycle.
  • Monitor project performance, track cost trends and variances, and provide timely financial insights to support decision-making.
  • Develop and maintain Estimate at Completion (EAC) forecasts and support earned value management (EVM) reporting.
  • Review, validate, and process contractor invoices, payment applications, and supporting documentation for accuracy and compliance.
  • Support contract administration activities, including change order management, cost impact assessments, and documentation control.
  • Develop, maintain, and enhance project dashboards, financial reports, and automated reporting tools using Excel, Power BI, and Oracle-based systems.
  • Analyze large and complex financial, operational, and project datasets to identify risks, opportunities, and performance improvement initiatives.
  • Collaborate with project managers, engineers, construction teams, contractors, and other stakeholders to ensure accurate project controls and reporting.
  • Support capital project budgeting, forecasting, risk management, and project performance monitoring activities.
  • Drive continuous improvement in project controls processes, reporting standards, and data management practices while providing guidance and support to project teams.
Qualifications
Required
  • Bachelor's degree in Business, Accounting, Finance, Construction Management, Engineering, Project Controls, or a related discipline. Equivalent combinations of education and experience may be considered.
  • Minimum of 3 to 5 years of experience in project controls, cost controls, field controls, construction management, project accounting, or a related field.
  • Experience supporting large-scale capital projects or programs within the oil and gas, pipeline, terminal, utility, energy, industrial, or infrastructure sectors.
  • Strong knowledge of project cost management, budgeting, forecasting, accruals, commitments, earned value management, and financial reporting.
  • Understanding of contract administration, invoice validation, payment certification, and change management processes.
  • Proven analytical and problem-solving capabilities with the ability to evaluate and interpret complex financial and project data.
  • Excellent communication, presentation, and stakeholder management skills.
Technical Skills
  • Advanced proficiency in Microsoft Excel, including:
    • Pivot Tables
    • Power Query
    • XLOOKUP
    • Advanced formulas, data analysis, and reporting functions
  • Experience working with:
    • Oracle Cloud
    • Oracle Projects
    • Power BI
    • Microsoft Office Suite
    • SharePoint
    • Microsoft Teams
    • AI productivity tools such as Microsoft Copilot, ChatGPT, and Claude
  • Experience developing dashboards, financial reports, and automated reporting solutions is considered an asset.

Working Conditions

Physical Requirements
  • This position requires the ability to perform standard office-related activities, including prolonged periods of sitting and computer work. Additional requirements may include standing, walking, reaching, bending, kneeling, and occasionally lifting or carrying items weighing up to 20 pounds. Visual acuity is required for reviewing reports, financial data, dashboards, and project documentation.
