Job summary

University of California, Santa Barbara is seeking a Facilities/Project Management Specialist with a strong background in capital project administration and contract oversight. The role supports project managers on large capital initiatives and handles scope development, site visits, bidding and construction phase activities.

Candidates should have a Bachelor's degree or equivalent experience plus at least five years of analytical and administrative support in complex organizations.

  • Five (5) years of demonstrated experience providing analytical and administrative support for complex organizations, projects and/or processes.
  • Good written, verbal, and interpersonal communication skills, including effective negotiation skills
  • Good organizational and analytical skills
  • Detail oriented to accurately proof contracts and other documents
  • Knowledge of building and construction, design, construction contract administration, and California Building Codes
  • Computer proficiency in Microsoft Word, Excel, Microsoft Project (or other scheduling program)

Responsibilities

  • 35% Project Management Support & Oversight: Supports and assists Project Managers on major Capital Improvement Projects above $750,000.
  • 30% Project Management: Administers capital improvement projects up to $35,000; develops scope of work narrative, conducts site visits, initiates contracts, monitors work.
  • 20% Contract Compliance & Cost Control: Develops and manages construction document audit process; reviews RFIs, Field Orders, Cost Proposals, Change Orders, Applications for Payment.
  • 5% Project Management Software Oversight: Coordinates and manages document exchanges via program management software and trains stakeholders.
  • 5% Policy Research & Client Outreach: Coordinates with other UC Departments and outside agencies regarding construction activities, disturbances, impacts, and closures.
  • 5% Miscellaneous Other: Researches and investigates Contracting Codes and applicable testing requirements.

Brief Summary of Job Duties

Under the general guidance of the Director of Design & Construction Services, this role is responsible for the administration of capital improvement projects of various sizes and complexities up to $35,000. Responsibilities include developing scope of work narratives and associated work diagrams, conducting site visits, initiating appropriate contracts, monitoring work, and supporting Project Managers on major capital improvement projects above $750,000. The candidate will oversee and administer projects, verify contract and cost control compliance, manage program management system software, coordinate with other UC Departments and outside agencies, and schedule construction activities and potential closures.

Required Qualifications
  • Bachelor's degree required in a related area and/or equivalent experience/training
  • Five (5) years of demonstrated experience providing analytical and administrative support for complex organizations, projects and/or processes
