This position is with the Workforce Innovation & Opportunity Act (WIOA), Reemployment Services and Eligibility Assessment (RESEA) and Employment Services (ES) Programs which help job seekers and UI Claimants connect through services that help them gain employment as quickly and effectively as possible. What You Will Do
The Program Specialist III performs complex (journey-level) consultative services and technical assistance work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
You Will Be Trusted To
- Provide technical training, policy and program research, and assessments related to WIOA, ES, RESEA and other workforce programs.
- Support the planning, development, implementation, analysis, and documentation of for WIOA, ES, RESEA, other workforce programs, special initiatives, and projects, to enhance services and promote an integrated service delivery system.
- Collaborate with program staff in determining trends and resolving technical issues.
- Represent Workforce Development programs at committees, workgroups, meetings, and conferences.
- Conduct and review surveys to determine compliance with requirements, regulations, policies, and procedures.
- Monitor, review, and evaluate compliance with program policies and procedures, statutes, and rules for assigned program.
- Prepare comprehensive reviews of literature, statutes, rules, and/or policies.
- Prepare reports and research projects.
- Study program operations and problems; prepares reports of findings and recommendations.
- Prepare, plan, and conduct technical assistance visits and completes local visit reports.
- Review and evaluate information on service delivery system methods, outputs, and activities and recommend improvements.
- Assist in the collection, organization, analysis, and preparation of materials in response to requests for information.
- Assist with the development of technical assistance plans, policies, procedures, standards, and guidelines for assigned and other workforce programs and special initiatives, to enhance services and promote an integrated service delivery system.
- Assist in preparing justifications for the implementation of procedural or policy changes.
- May analyze legislation and assists with the development of recommendations for policy and programmatic issues.
- May recommend activities to produce effective programs.
- Perform related work as assigned.
You Qualify With
- One year and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- Relevant academic credits may be applied toward experience qualifications for this position.
You Are a Great Fit With
- Experience with federal employment programs and training services; experience with WIOA, RESEA and ES programs is a plus.
- Experience with staff training and development.
- Skilled in identifying measures or indicators of program performance.
- Ability to gather, assemble, correlate, and analyze facts and devise solutions to problems.
- Proficiency with Microsoft Office suite (Word, Excel, PowerPoint, Teams and Outlook).

Duty involves up to 25% travel within the state of Texas.
