Job summary

Apogee Global RMS is seeking a Program/Project Manager II to support programs under the eCRAFT MANP2 labor category. This position is integral in Navy engineering, modernization, and lifecycle initiatives where you will lead NAVSEA-aligned management activities, ensuring high-performance delivery.

The ideal candidate will possess over 10 years of experience, a relevant Bachelor's degree, and strong expertise in program management, budgeting, and lifecycle support. This role offers the opportunity to work on critical government projects.

Qualifications

• 10+ years of experience as a Program Manager supporting NAVSEA or related DoD programs.
• Ability to obtain Government facility/network access; Tier 3 investigation required for on-site DON system access.

Responsibilities

• Lead NAVSEA-aligned program and project management activities across assigned portfolios.
• Manage contract and subcontract performance, deliverables, and vendor coordination.
• Develop and maintain program budgets, schedules, estimates, and progress tracking artifacts.
• Provide full lifecycle program support, including planning, execution, monitoring, and closeout.
• Track spend rates, burn curves, and financial performance against LOE/CPFF task orders.
• Build and maintain POA&M, milestone plans, and risk/issue logs.
• Support Integrated Master Schedule (IMS) development and updates.
• Facilitate technical meetings, capture action items, and deliver status reporting to Government stakeholders.
• Coordinate with engineering, logistics, and technical teams to ensure alignment with SOW and task order requirements.

Core Responsibilities

• Lead NAVSEA‑aligned program and project management activities across assigned portfolios
• Manage contract and subcontract performance, deliverables, and vendor coordination
• Develop and maintain program budgets, schedules, estimates, and progress tracking artifacts
• Provide full lifecycle program support, including planning, execution, monitoring, and closeout
• Track spend rates, burn curves, and financial performance against LOE/CPFF task orders
• Build and maintain POA&M, milestone plans, and risk/issue logs
• Support Integrated Master Schedule (IMS) development and updates

Requirements

• Bachelor's degree in engineering or business from an ABET‑accredited institution
• 10+ years of experience as a Program Manager supporting NAVSEA or related DoD programs
• Demonstrated experience with:
• NAVSEA program/project management
• Contract and subcontract management
• Budgeting, scheduling, estimating, and performance tracking
• Lifecycle program support and milestone management
• POA&M development and burn‑rate monitoring
• IMS support and technical coordination
• Ability to obtain Government facility/network access; Tier 3 investigation required for on‑site DON system access

Preferred Skills & Certifications

• PMP Certification
• Experience managing CPFF/LOE or SeaPort‑NxG task order environments
• Familiarity with NSWCPD, NAVSEA 05/07, or Navy modernization programs
• Current clearance level (if any)
