Governor's Office of Elderly Affairs (GOEA) is seeking a detail-oriented, analytical professional to join our team in Baton Rouge. The role supports Louisiana’s statewide aging network by coordinating programmatic reporting, monitoring data integrity, and providing technical assistance to agencies and service providers.

The position requires extensive experience in health or social service program development/evaluation, with education or advanced degrees as alternatives.

Qualifications

• Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
• Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
• A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
• An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

Responsibilities

• Coordinate statewide aging programmatic reporting system across 36 Area Agencies on Aging, 64 COAs, 130+ senior centers, and 200+ meal sites; provide technical and programmatic assistance to agencies.
• Oversee SAMs data submission, ensure accurate data, and support funding compliance across planning and service areas.
• Audit databases for data integrity, detect missing data, handle late transactions, and correct errors.
• Compile and analyze statistical data related to program performance of AAA staff and service providers.
• Maintain records and files to comply with state and federal rules, regulations, policies, and procedures.

Minimum Qualifications:

• Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Experience Substitution:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

• The primary responsibility of a compliance and planning monitor is coordinate the statewide aging programmatic reporting system, which includes thirty-six (36) Area Agencies on Aging (AAA), Sixty-four (64) Parish Councils on Aging (COA) and over one hundred-thirty (130) senior centers and over two-hundred (200) meal sites. Provides technical assistance, programmatic assistance and consultation to these agencies regarding their meal data collection for services funded through the Older American Act.
• This position also has oversight over the Social Assistance Management Systems (SAMs) which consists of the thirty-six (36) AAAs, parish councils on aging and senior center data the GOEA providers submit to the state unit on aging. Provides technical assistance to the aging network to maximize client outcomes, improve efficiency of service delivery, and ensure funding compliance by making sure that SAMs is set up correctly in each planning and service area of the State.
• Also, this position provides for the audit ability of the databases to insure data integrity, detection of missing data, late transaction reporting and error correction.
• Compiles and analyzes statistical data related to program performance of AAA staff and service providers.
• Maintains records and files in accordance with applicable rules, regulations, policies and procedures in a manner that supports state and federal requirements.
