Job summary

VISTA Technology Services, Inc. is seeking a Program Manager to support the NAVSEA customer in a hybrid role based in Washington, DC.

The position focuses on planning, directing, and delivering major programs, with emphasis on submarine technology initiatives for the Navy. The ideal candidate will drive program definition, schedules, and budgets, guiding technical approaches and resource negotiation while collaborating with Navy and agency personnel.

Qualifications

• 5+ years of Navy Program Management experience.
• 2+ years of Navy Engineering Support experience.
• Experience with BYG-1 submarine combat system.
• Ability to analyze and process engineering program documentation.
• Ability to assess and update spend plans.
• Ability to develop and implement new processes.
• Ability to analyze program risks and develop risk assessments.
• Must be proactive, work independently, and within a team environment.
• Proficiency with MS Office 365 (Outlook, Word, Excel, PowerPoint, Teams) and SharePoint.
• Ability to travel as needed to support client.
• Active DoD Secret Clearance.

VISTA Technology Services, Inc. (VISTA) is currently seeking aProgram Manager to support our NAVSEA customer. This is a hybrid position reporting onsite in Washington, DC 3 days a week.

The ideal candidate is a motivated self-starter with experience in the overall planning, direction, and success of major programs, systems development efforts, and research or technology initiatives that will have great significance to the Navy’s Submarine needs.

Responsibilities:

The Program Manager will demonstrate experience in being responsible for the overall program definition, organization, and direction of short and long-range plans, to include experience being responsiblefor formulating and guidingtechnical approach,and providing consultation regarding defining and negotiation with activity and agency personnel for necessary resources. They will also demonstrate experience and skill in the establishmentand controlof technical milestones, schedules, budgets, and costs.

Basic Qualifications:

• 5+ years of experience with Navy Program Management
• 2+ years of experience with Navy Engineering Support
• Experience or familiarity with the BYG-1 submarine combat system
• Ability to analyze and process engineering program documentation
• Ability to assess and update spend plans
• Ability to develop/document/implement new processes
• Ability to analyze program risks and develop risk assessments
• Must be proactive, work independently, and within a team environment
• Proficiency with MS Office 365 (Outlook, Word, Excel, PowerPoint, Teams) andSharePoint

Desired Qualifications:

• Experience working with various Navy waterfront entities such as shipyards, installation teams, and regional maintenance facilities
• Familiarity with installation and technology insertion hardware processes and practices
• Experience working in Jira and familiarity with the Agile process
• Experience or familiarity with the Submarine Warfare Federated Tactical System (SWFTS)

Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract‑specific affordability and organizational requirements. The projected compensation range for this position is $90,000.00 to $140,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
