MBC is recruiting a Senior Program Manager to lead major surface ship modernization, sustainment, and data-driven decision-support for a Navy program. The role requires translating mission needs into analytics and coordinating with internal teams and subcontractors to deliver outcomes.

Based in the Washington, D.C. area with potential travel; candidate should have Navy PM experience, DoD data platform familiarity, and security clearance eligibility.

Qualifications

We are currently seeking a Senior Program Manager located in the Washington, D.C. area to support a major U.S. Navy ships program.

What you’ll do:

The Senior Program Manager will lead major surface ship modernization, sustainment, and decision-support efforts in support of the U.S. Navy’s DPAE Maritime program. Beyond running the program, this role serves as a trusted day-to-day partner to the government client — listening actively to operational and mission challenges and translating them into data analytics, visualization, and decision-support solution concepts delivered by our internal teams and subcontractors. You need to be fluent in what modern data analytics, AI/ML, and digital transformation can do for a Navy program office, and how to shape those opportunities into outcomes for DPAE Maritime mission.

Responsibilities:

• Oversee planning, direction, and success of major programs, systems development efforts, and research or technology initiatives. (Programs are typically large, multi-year efforts divided into several sub-programs or tasks.)
• Define, organize, and direct short- and long-range program plans, including formulating, guiding, and directing the technical approach, and defining and negotiating for necessary resources.
• Establish and control technical milestones, schedules, budgets, and costs.
• Plan internal and external engagements, including meetings, conferences, and events.
• Assist in the development of briefing material and drafting documents in accordance with Navy Correspondence Manual guidelines.
• Coordinate, monitor, and execute data calls to gather inputs from both internal and external stakeholders. Consolidate and communicate information from data calls to government leadership for further action.
• Evaluate operational deficiencies, recommend improvements, and coordinate their implementation
• Attend meetings and program reviews, assist with compiling presentations, written materials, and/or electronic communications as required
• Serve as a trusted, day-to-day partner to DPAE Maritime leadership and staff — building the durable client relationship that surfaces emerging needs and opportunities in the course of routine engagement, before they become formal requirements
• Translate government mission and operational challenges into data analytics, visualization, and decision-support solution concepts; shape and steward those concepts with internal teams and subcontractors through delivery
• Champion digital transformation and innovation aligned with Department of the Navy and DoD direction, including the push toward AI-enabled workflows, data-driven decision-making, and audit-ready analytics — helping the client separate operational value from hype
• Ensure delivered analytics and decision-support products meaningfully inform how DPAE Maritime leadership makes decisions — not simply satisfy a task order deliverable
• Travel domestically and internationally, provide in-person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and/or MBC’s clients. Qualifications:

• At least 10 years of experience providing program management support to U.S. Navy program offices
• Demonstrated experience translating government mission or operational challenges into data-informed solution concepts — shaping and stewarding the solution through delivery, without personally building the underlying models, ontologies, or dashboards
• Business-savvy comfort with modern data analytics, data visualization, and AI/ML — able to converse credibly with clients and technical teams about what these technologies enable, when they are appropriate, and where their limits are. Awareness of the platforms commonly used in DoD data environments (e.g., Advana, Palantir, Power BI, Tableau, Qlik, and cloud data platforms) at the level of what they do and when to use them, rather than hands-on feature-list expertise
• Working understanding of current Department of Defense and Department of the Navy priorities around digital transformation, AI adoption, and data-driven decision-making, and the ability to speak the client’s strategic language on these topics
• Ability to serve as a bridge between government leadership and technical delivery teams — translating mission needs into technical direction, and technical realities back into plain business language
• Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint
• Eligibility to obtain a DOD SECRET security clearance
• Bachelor’s degree in Engineering, Data Science, Computer Science, Operations Research, Information Systems, or a related quantitative or technical discipline from an institution accredited in the United States
• Excellent attention to detail, organizational skills, and ability to multitask
• Strong verbal and written interpersonal, communication, and presentation skills
• Ability and willingness to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients

Preferred (Not Required):

• Program management certification (e.g., PMP, DAWIA) or comparable
• Analytics, cloud, or agile-related credentials (e.g., Certified Analytics Professional, foundational AWS or Azure certification, Scrum/Agile)
• Prior support to Team Ships, SEA 21, or a comparable Navy Front Office / resource sponsor environment
• Familiarity with the Navy Correspondence Manual and standard DoD program office rhythms and staff-work products

Salary ranges displayed are typical for this position, but MBC considers multiple factors when extending an offer. Factors include the role and associated responsibilities, a candidate's qualifications, and the contractual terms of the program.
