Job description

Location: San Mateo

Salary: $80,000 to $83,000 annually

Organization Overview

Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to California’s most vulnerable individuals, with an emphasis on those transitioning from, or at risk of, homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. We implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veterans’ services, and health care sectors.

Department Summary

Brilliant Corners partners with Health Plan of San Mateo, San Mateo County, and other community partners to provide person-centered housing services to members of the health plan. Brilliant Corners helps members identify housing opportunities in the community that meet their needs and assist them with the application process. They also assist members with applying for waitlists for rent subsidies and affordable housing. They help members move into housing and provide ongoing support with their tenancy. Brilliant Corners administers rent subsidies to qualified members.

Position Summary

The Program Manager oversees the day-to-day operations of Brilliant Corners’ housing services program in San Mateo County. They manage the grant agreements associated with the program, ensure program objectives are met, and routinely prepares outcome reports. The Program Manager will represent the agency in collaborative meetings with funders and community partners. They supervise direct reports including a Program Supervisor who supervises direct service staff. They manage operational expenses and support the development of the annual budget.

Position Responsibilities

  1. Provide direct supervision to the housing services team including hiring, training, coaching, performance evaluation, goalsetting, and additional oversight.
  2. Provide coverage for direct reports in the event of an absence.
  3. Manage relationships with key stakeholders including community partners, landlords, and individuals served.
  4. Represent Brilliant Corners at community events and meetings with public agencies, stakeholders, and funders.
  5. Routinely perform quality assurance reviews on all aspects of service delivery.
  6. Meet with direct reports biweekly including in-person meetings at the office.
  7. Facilitate monthly, in-person all staff team meetings.
  8. Use Salesforce, Excel, accounting software, and other tools to track program operations and prepare outcome reports to share with internal and external stakeholders.
  9. Approve check requests and manage operational expenses.
  10. Develop, maintain, modify, and implement a training plan for direct reports to ensure they have the knowledge and skills necessary to perform their essential job functions.
  11. Ensure company policies are followed.
  12. Attend all agency staff meetings and trainings as well as department meetings.
  13. Other duties as assigned by Director and Associate Director.

Knowledge, Skills, and Abilities

  1. Bilingual a plus.
  2. Exceptional verbal and written communication skills and an outgoing approach to engaging stakeholders.
  3. Excellent organizational, project management, and planning skills.
  4. Can manage multiple deadlines efficiently and simultaneously.
  5. Accomplished team leader who can work collaboratively and under pressure.
  6. Demonstrates the necessary knowledge, attitude, and skills to deliver culturally responsive services and work effectively in cross-cultural situations.
  7. Knowledge of affordable housing, Fair Housing Laws, and reasonable accommodations.
  8. Proficiency with MS Outlook, Word, PowerPoint, and Excel required. Experience with CRM such as Salesforce preferred.
  9. Flexibility required regarding scheduling and prioritizing of tasks.
  10. Ability to utilize critical thinking skills in decision-making situations, good organizational and record-keeping skills, and good independent judgment.
  11. Access to reliable transportation and the possession of a valid California driver’s license, a clean driving record, and automobile insurance.

Certificates, Licenses, and Registrations

A valid, clean CA driver’s license and a personal insured vehicle are required.

Travel Requirements

This position requires a valid driver's license and may be tasked to drive for the course of business.

Physical Requirements

Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day. Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely. Requires mental acuity for analytical reasoning and document interpretation.

Salary range for this position is $80,000 to $83,000 annually.
