Job summary

HIAS seeks an Associate Manager, Preferred Communities to support refugee resettlement and integration through HIAS’ network of local partners. The role oversees ORR PC funding, program implementation, budget oversight, and high-quality reporting.

It includes training and technical assistance to affiliates to strengthen service delivery and outcomes. The position can be based at HIAS headquarters in Silver Spring, MD or the New York office, with a remote option for applicants outside commuting

Qualifications

• Undergraduate degree required; Master’s degree in Social Work or related field preferred.
• 5–7 years of relevant professional experience required.
• Knowledge of U.S. Refugee Admissions Program preferred, including wraparound services.
• Experience with national or local resettlement agencies required.
• Experience developing and delivering trainings preferred.
• Strong data analysis skills; proficiency in MS Office; experience with data systems preferred.
• Excellent written and verbal English communication; ability to synthesize complex data.
• Ability to travel within the U.S. about 3–6 times per year.
• Authorized to work in the United States with required documentation.

Responsibilities

• Provide targeted technical assistance to HIAS affiliate partners and identify service gaps.
• Oversee multiple PC program areas, including budgeting and compliance with ORR guidelines.
• Review budgets and approve invoices; coordinate subaward processes.
• Support semi-annual and annual PC reporting to the federal funder.
• Oversee PC data management, dashboards, and outcome tracking.
• Conduct in-person and desk monitoring; address findings with partners.
• Develop and update program standards, tools, and training materials.
• Contribute to evidence-based program design and continuous improvement.
• Serve as liaison with government funders, national agencies, and partners.
• Coordinate with affiliates to ensure continuity of client services during changes in delivery.
• Support affiliate conferences, trainings, and learning opportunities.
• Assist with other Social Integration program priorities as needed.
