The Role

We are seeking a Program Manager / Project Planner within our Business Operations team who possesses a blend of deep government contracting controls expertise and disciplined programmatic leadership. In this hybrid role based in Dayton, OH, you will guide contractor project execution across digital engineering, software sustainment, modernization, and migration programs, ensuring that project execution meets high operational standards while aligning with contractual requirements, budget constraints, and delivery schedules.

In this role, you will bridge the gap between high‑level program strategy and hands‑on financial and operational execution. While this role currently has no direct personnel management duties, you will serve as a vital matrix leader responsible for building dynamic spend plans, tracking labor allocation burn‑downs, managing project setups in Unanet, and leading customer‑facing Program Management Reviews (PMRs) and Contract Data Requirements List (CDRL) compliance. The ideal candidate is an operational leader with a deep background in contractor project controls and the ability to manage complex defense programs across multiple contract vehicles (FFP, T&M, Cost‑Plus).

This is a hybrid WFH/office position. Some travel to client sites may be required.

  • Build, maintain, and analyze dynamic financial spreadsheet models for project spend plans, budget forecasts, labor allocation matrices, and execution burn‑down tracking.
  • Calculate Estimate at Completion (EAC) metrics, identify cost and schedule variances, and proactively safeguard program profitability.
  • Manage project configurations, labor categories, time‑charging rules, and rate structures in Unanet to ensure strict DCAA and FAR compliance.
  • Lead the end‑to‑end Program Management Review (PMR) process, including preparing executive briefings, analyzing cost/schedule metrics, and presenting to government leadership.
  • Oversee the complete Contract Data Requirements List (CDRL) lifecycle, ensuring all contract deliverables are scheduled, peer‑reviewed, and submitted strictly on time.
  • Serve as the primary operational point of contact for government program offices, Contracting Officer Representatives (CORs/COTRs), subcontractor partners, and internal executive leadership.
  • Provide operational direction, task alignment, and workflow guidance to matrixed technical leads, software engineers, and project control staff without direct line‑management authority.
  • Refactor legacy project planning assets and spreadsheet tools to eliminate reporting bottlenecks, streamline data flow, and improve financial reporting accuracy.

Required Skills & Qualifications

  • Security Clearance: Active DoD Secret or Top Secret security clearance strongly preferred (or ability to obtain and maintain).
  • Programmatic & Planning Experience: 7+ years in government contracting project planning, program management, or project controls, specifically supporting software, digital engineering, or technology modernization contracts.
  • Financial Controls & Modeling: Advanced proficiency in building quantitative spreadsheet models for EAC forecasting, labor allocation, execution burn‑down tracking, and spend planning.
  • System & Tool Literacy: Hands‑on proficiency managing project setups, time‑charging, and labor tracking within Unanet (or equivalent government contractor ERP systems).
  • Contract Vehicle Mastery: Deep understanding of contractor financial mechanics and compliance across Firm‑Fixed‑Price (FFP), Time & Materials (T&M), and Cost‑Plus (CPFF) contract structures.
  • Deliverable Governance: Proven track record of leading formal government PMRs and managing end‑to‑end CDRL deliverable workflows.
  • Communication & Matrix Leadership: Exceptional ability to translate complex contract mechanics and financial variance data into clear, actionable stories for executive leadership and government stakeholders while effectively guiding matrixed teams.

Education

Bachelor’s degree in finance, business administration, accounting, economics, or a related quantitative field.

Master’s Degree (e.g., MBA) and PMP certification are both highly desirable.

Approximate Salary Range $110,000- $140,000. Salary ranges based upon qualifications and experience.
