Job summary

VISTA Technology Services, Inc. is seeking a Program Manager to support NAVSEA in a hybrid role, onsite in Washington, DC three days a week.

The ideal candidate will lead the overall program definition, planning, and direction of major Navy programs and related engineering efforts that impact the Navy’s submarine needs. The role requires experience defining and guiding technical approaches, negotiating resources with activity and agency personnel, and establishing milestones, schedules, budgets,

Qualifications

5+ years Navy Program Management
2+ years Navy Engineering Support
BYG-1 submarine combat system familiarity
Analyze and process engineering program documentation
Assess and update spend plans
Develop/document/implement new processes
Analyze program risks and develop risk assessments
Self-starter, proactive and able to work independently and in a team
Proficiency with MS Office 365 (Outlook, Word, Excel, PowerPoint, Teams) and SharePoint
Willingness to travel to support client DoD security clearance

Responsibilities

Define and direct overall program plans, organization and long-range planning.
Guide technical approach and negotiate with activity and agency personnel for resources.
Establish and control technical milestones, schedules, budgets and costs.
