Job summary

VISTA Technology Services, Inc. in Arlington, VA is seeking a Technical Program Analyst to support NAVSEA in a hybrid role (onsite 3 days a week). The position focuses on program tracking, RFP development, and risk management to support senior leaders and NAVSEA customers.

The role requires a DoD-relevant background with a focus on schedule, cost, and risk, and offers the opportunity to contribute to high-impact defense programs in a team-driven environment.

Qualifications

• Bachelor’s Degree in Naval Architecture or Naval Engineering.
• 5+ years of ship production/shipyard experience through all phases of design, construction, delivery, and acceptance.
• 5+ years of data-driven presentations informing senior leaders on cost, schedule and risk.
• 5+ years supporting government clients in a fast-paced, team-oriented environment with high quality expectations.
• 4+ years of experience supporting RFP development.
• Strong knowledge of acquisition guidance, SOW/CDRLs and related documents.
• Proficient with MS Project, SharePoint, Teams, Power BI, Word, Excel, Visio, and PowerPoint.

Responsibilities

• Track and report schedule execution and financial performance against benchmarks.
• Support development of RFP documentation and related materials.
• Track and report project risks and propose mitigation strategies.
• Develop briefings and project documents for senior military officers and NAVSEA civilians.
• Ensure consistent, high-level product delivery to the Assistant Program Manager.
