Job Summary

This position is located in the Department of Housing and Community Development (DHCD), Home Purchase Assistance Program Division (HPAP). The mission of the Department of Housing and Community Development (DHCD) is to produce and preserve opportunities for affordable housing and economic development and to revitalize underserved communities in the District of Columbia.

The Program Manager (Home Purchase Assistance) serves as a principal management resource for matters involving program implementation, operational issues, policy development, regulatory compliance, resource allocation, and complex or controversial cases. The incumbent is responsible for ensuring that home-buyer assistance programs are administered effectively, efficiently, consistently, and in accordance with applicable federal and District laws, regulations, administrative requirements, Department policies, grant agreements, and established program objectives.

Duties And Responsibilities

Directs and administers the Home Purchase Assistance Program (HPAP), Employer-Assisted Housing Program, and related home-buyer assistance programs; establishes program priorities, objectives, performance expectations, and operating requirements to expand homeownership opportunities for eligible District residents. Provides executive-level management, policy guidance, and operational direction to program staff; establishes organizational priorities, allocates resources, and ensures effective and efficient achievement of program goals. Manages the development and administration of grant agreements with nonprofit organizations and other sub-grantees; directs and monitors their performance to ensure compliance with grant requirements, applicable laws and regulations, Department policies, program standards, and reporting requirements.

Interprets complex program requirements and provides authoritative guidance concerning eligibility, program operations, financing requirements, regulatory requirementsrequirements, and controversial or unusual cases to support consistent program administration. Analyzes housing, economic, demographic, and financial conditions affecting homeownership opportunities, particularly for low- and moderate-income District residents, to identify barriers to homeownership and develop strategies to address identified needs. Develops policy advisories, program proposals, management recommendations, and legislative or regulatory proposals to address emerging housing conditions, program deficiencies, and changing community needs.

Tour of Duty: Monday - Friday 9:00 am-5:00pm

Pay Plan, Series, Grade: MS-1101-15

Promotion Potential: No Known Promotion Potential

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.

Position Designation: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks reasonable suspicion drug and alcohol testing, and post-accident or incident drug and alcohol testing for the duration of their tenure.

Residency Preference:Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
