The District of Columbia Government's Department of Housing and Community Development (DHCD) seeks a Program Manager (Home Purchase Assistance) to direct HPAP and related home-buyer programs, provide executive leadership, and ensure compliance with applicable laws, regulations, and grant agreements.

• Provides executive-level management, policy guidance, and operational direction to program staff; establishes organizational priorities, allocates resources, and ensures effective and efficient achievement of program goals.
• Manages the development and administration of grant agreements with nonprofit organizations and other sub-grantees; directs and monitors their performance to ensure compliance with grant requirements, applicable laws and regulations, Department policies, program standards, and reporting requirements.
• Interprets complex program requirements and provides authoritative guidance concerning eligibility, program operations, financing requirements, regulatory requirements, and controversial or unusual cases to support consistent program administration.
