District of Columbia Government (DHCD) seeks a compliance auditor to evaluate multifamily affordable housing properties for compliance with federal and District laws, HUD and IRS requirements, and program rules. This position is located in the Department of Housing and Community Development (DHCD), Development Finance Division (DFD). The mission of DHCD is to produce and preserve opportunities for affordable housing and economic development and to revitalize underserved communities in the District of Columbia.
The incumbent evaluates financial, operational, management, occupancy, maintenance, and program activities to determine compliance with applicable Federal and District laws, regulations, program requirements, and contractual obligations. The incumbent analyzes records and other evidence, identifies deficiencies and compliance risks, develops findings and recommendations, and conducts follow-up reviews to verify corrective action.
Conducts independent compliance audits, monitoring reviews, inspections, and investigations of DHCD multifamily affordable housing properties to determine compliance with applicable Federal and District laws, regulations, HUD and IRS requirements, program requirements, and contractual obligations. Develops and applies risk-based approaches for assigned audits and monitoring reviews by considering program requirements, property conditions, compliance history, prior findings, identified risks, and emerging compliance concerns to determine appropriate areas of review and emphasis.
Evaluates financial, income, occupancy, management, maintenance, operational, and program activities to assess compliance with applicable requirements and identify deficiencies, risks, and conditions requiring corrective action. Reviews and analyzes financial records, tenant files, property records, management documentation, owner submissions, policies, procedures, prior findings, monitoring reports, and other evidence to establish the factual basis for compliance findings and determinations. Conducts on-site reviews, physical inspections, file reviews, interviews, and other factfinding activities with property owners, management agents, program participants, and other appropriate parties to obtain and verify information needed to complete assigned reviews.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFGE Local 2725 and you may be required to pay an agency service fee (dues) through direct payroll deduction.
Position Designation: This position is not designated for enhanced suitability. The incumbent must exercise discretion in handling financial, tenant, property, management, and program information and in communicating compliance findings and recommendations to internal and external stakeholders.
Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
