Job summary

ENTRUST Solutions Group, a Leidos company, is seeking a Program Manager to lead the Transmission Pole Replacement and Like-for-Like Asset Replacement programs. You will guide a team of Project Managers and an Analyst, ensuring schedules, budgets, and performance targets are met while aligning with strategic priorities.

You will mentor the team through planning, development, and execution, drive governance, and foster cross-functional collaboration to deliver results.

Qualifications

• Bachelor’s degree in construction, environmental permitting, or engineering.
• 5+ years in electric utility sector with complex PM, engineering, contracts, construction, or operations.
• 5+ years of detailed project financial forecasting and reporting.
• PMP is preferred.
• Knowledge of power system operations, electrical and civil engineering, environmental, engineering economics, and utility accounting regulations.
• Ability to prioritize work and manage multiple projects under budget and time constraints.
• Strong skills in negotiations, presentation, interpersonal & written communication, cost forecasting, stakeholder management, and critical analysis.
• Experience with Microsoft Office (Excel proficiency), Power BI, SharePoint, and MS Teams.

Responsibilities

• Deliver both replacement programs within approved budget, scope, and schedule expectations.
• Achieve annual replacement targets and asset reliability objectives.
• Coordinate planning, engineering, scheduling, outage management, materials, and construction teams.
• Forecast, report, and communicate program performance to executives.
• Develop and lead a high-performing project management team.
• Proactively manage program risks, resource constraints, and stakeholder expectations.
• Develop and implement program management processes, standards, and governance frameworks.
• Ensure consistency in planning, estimating, scheduling, and execution across both programs.
• Lead program reviews and provide executive-level reporting on health, finances, and risks.
• Serve as primary contact for leadership, departments, contractors, engineering teams, and stakeholders.
• Facilitate alignment between engineering, operations, planning, and field teams.
• Escalate and resolve program-level issues and resource conflicts.
• Review and approve bundled replacement packages and prioritization strategies.
• Oversee schedule development and integration with milestones and requirements.
• Ensure permitting, procurement, outage coordination, and construction readiness activities are completed.
• Manage budgets, forecasts, and resource planning.
• Review estimates and monitor financial performance for cost savings and risk mitigation.
• Ensure efficient use of internal resources and contractors.
• Identify, monitor, and mitigate program-level risks and dependencies.
• Ensure compliance with standards, safety, regulatory obligations, and asset management.
