# Program Manager - EOVS/HOPEDevens, MA 01434## OverviewSalary Range$70,000.00 - $73,000.00 Salary/yearPosition TypeFull Time## Description**Job Location:** Devens, MA **Work Setting:** On-site and field-based, with regular travel throughout the assigned service areas **Position Type:** Full-Time **Reports To:** Director of Housing and Family Support **Supervises:** * Case Manager, EOVS/HOPE* Peer Support Specialist, EOVS/HOPE**Position Overview** The Program Manager, EOVS/HOPE is responsible for the leadership, coordination, and successful execution of all Executive Office of Veterans Services (EOVS)/Housing Outreach-to-Placement Effort (HOPE)-funded activities across Massachusetts. This includes managing teams, overseeing service delivery, maintaining compliance with EOVS/HOPE guidelines, and strengthening partnerships that support Veteran housing stability.The Program Manager provides day-to-day leadership across assigned service areas and works closely with staff, housing providers, community partners, and Veteran-serving organizations to support effective program delivery and positive housing outcomes.**Work Location and Travel Expectations**This role requires regular presence at assigned EOVS/HOPE program locations based on operational needs.This position requires flexibility, reliable transportation, and the ability to support operations across assigned service areas.**Key Responsibilities****Program Leadership and Oversight*** Lead day-to-day operations of the EOVS/HOPE program across Massachusetts.* Ensure full compliance with EOVS/HOPE grant guidelines, licensing requirements, and organizational policies.* Implement effective strategies for homelessness prevention and rapid re-housing, prioritizing permanent housing placement for Veterans.**Team Management and Support*** Supervise and support assigned EOVS/HOPE staff across multiple service areas.* Conduct regular team meetings, case reviews, and training to support collaboration, communication, and professional development.* Provide guidance for complex cases and ensure effective use of internal and community-based resources.**Service Delivery and Quality Assurance*** Monitor quality of service delivery from intake through service planning and housing retention.* Oversee community advocacy efforts and delivery of wraparound support services.* Ensure compliance with EOVS/HOPE and Homeless Management Information System (HMIS) documentation and data entry standards.**Community and Stakeholder Engagement*** Develop and maintain partnerships with housing providers, social service agencies, and Veteran-focused organizations.* Represent Veteran Pathways of New England at outreach events, stakeholder meetings, and Veteran service forums.**Reporting and Compliance*** Prepare and submit required reports in accordance with EOVS/HOPE grant requirements.* Track program performance metrics and contribute to continuous improvement initiatives.## Qualifications## **Requirements*** Bachelor’s degree in Social Work, Human Services, Psychology, Public Administration, or a related field preferred. Equivalent directly related experience may be considered in place of formal education.* Minimum of three (3) years of experience in homeless services, housing services, Veteran services, social services, behavioral health, or another closely related human services field.* Strong leadership, organizational, communication, documentation, and problem-solving skills.* Ability to manage multiple priorities and program responsibilities across multiple service areas.* Ability to work professionally and collaboratively with Veterans, program staff, organizational leadership, housing providers, community agencies, and other stakeholders.* Ability to provide guidance and support in complex client or program situations.* Strong attention to documentation, reporting, deadlines, and compliance requirements.* Proficiency with Microsoft Office and electronic documentation systems.* Valid driver’s license and reliable transportation.* Must be able to travel regularly throughout assigned EOVS/HOPE service areas.* Must pass a background check.## **Preferred Qualifications*** Experience with homelessness prevention, rapid re-housing, housing stabilization, supportive housing, Veteran services, or related housing-focused human service programs.* Experience with EOVS-funded programs, HOPE, SSVF, VA programs, or similar Veteran housing initiatives.* Experience using HMIS or similar case management/data systems.* Minimum of one (1) year of supervisory or management experience in human services, housing, behavioral health, Veteran services, or a related setting preferred.* Experience supporting program compliance, documentation quality, audits, monitoring visits, grant deliverables, or performance reporting.* Military or Veteran experience is not required but is strongly valued.* Demonstrated commitment to serving Veterans and helping remove barriers to housing stability.**Application Requirements**All applicants must submit:* Resume* A brief statement describing your interest in serving Veterans and supporting the mission of Veteran Pathways of New England.* Professional references may be requested later in the hiring process.**Schedule*** Monday–Friday; 8:00 a.m. to 4:00 p.m.* Evening, weekend, holiday, and emergency program support may be required based on operational and program needs.**Compensation*** The salary range for this position is $70,000–$73,000 annually.
