Job description

Job Title: Program Manager in Environmental Chemistry

ICF is seeking experienced Program Managers in Environmental Chemistry to support an EPA contract, the Environmental Services Assistance Team (ESAT), across the country. The team performs soil, water, air, waste, and tissue sample analysis for chemical contaminants, primarily supporting Superfund site assessment, remediation, and emergency response, as well as compliance under other EPA regulations such as the Safe Drinking Water Act and the Clean Water Act.

Environmental analytical tasks include organic (SVOCs, VOCs, pesticides, Aroclors, PCB congeners, PFAS, UDA with TOF /GC/MS, fuel hydrocarbons, etc.), inorganic (metals, anions, nutrients, etc.), and biological (e.g., E. coli, microcystin, toxins, whole effluent toxicity). These follow EPA methods or consensus standards. Project assignments also include ambient air monitoring for priority pollutants, data validation, quality assurance documentation (QAPPs and SAPs), ecological risk assessments, database management, management of a national gravimetric lab for PM 2.5 and PM10, subcontracting analysis, hydrogeological site characterization, GIS and data handling, analysis of field sampling, and warehouse support.

We are seeking candidates for various federal laboratories across the US, including: Athens, GA; Chelmsford, MA; Houston, TX; Kansas City, KS; Edison, NJ; Corvallis, OR; Seattle, WA; Ft. Meade, MD; Chicago, IL; Denver, CO.

Key Responsibilities:

  1. Manage a team of chemists and technicians providing sample analysis, quality assurance, and laboratory operational support.
  2. Provide technical oversight and input on work performed.
  3. Schedule, track, and report on assignments and deliverables.
  4. Develop budgets and monitor financial performance.
  5. Supervise technical staff, including personnel selection and evaluation.
  6. Maintain client contact and deliver technical presentations.
  7. Ensure compliance with technical, quality assurance, and safety standards.

Basic Qualifications:

  • Bachelor’s degree in chemistry or equivalent.
  • 10+ years of experience, including EPA programs and methods.
  • 5+ years managing environmental analysis groups or laboratories with 10+ staff.
  • Proficiency with data acquisition, instrument reporting, and Laboratory Information Management Systems.

Preferred Skills:

  • Advanced degree in chemistry.
  • Recent experience implementing quality assurance programs.
  • Familiarity with CLP, EXES, NFG for data validation.
  • Experience with analytical method development for environmental samples.
  • Experience with PEP, NPAP, NPEP, Pb PEP for ambient air monitoring.

Pay Range: The full-time pay range is $81,094.00 - $137,860.00, based on experience, skills, location, and other factors.
