Summary
The Employment and Community Program Manager position, working under minimum supervision, oversees day to day activities of their designated employment and community participation programs for individuals with developmental disabilities and acquired brain disorders. Position involves interviewing, scheduling, training and ongoing supervision of staff and ensuring adequate staffing is in place for all shifts, ready to step in as needed, ensures requirements of the individuals' work environment are met and that the individual is participating in meaningful community activities.

Essential Functions
- Effectively manages a caseload of individuals served by the department. Ensures compliance with state regulations pertaining to community participation and supported employment regulations.
- Develops a working knowledge of person specific daily support needs required for all individuals on their case load.
- Completion and timely submission of all required documentation including but not limited to individual schedules, daily notes, attendance, incident reports, progress notes, in a timely manner. Also responsible for medication related documentation if applicable.
- Ensures the individuals receiving supported employment services have the supports necessary to develop and maintain skills. Ensures supports are provided to meet employer standards and maintain employment.
- Provides transportation to the individual for employment, community activities, appointments etc.
- Follows safety protocols to foster a safe working environment.
- Develops plans and finds resources to address individual problems in employment, training, transportation, using specific service methods; monitors services provided.
- Interviews, trains and supervises staff ensuring an understanding of the individual's needs and safety. This includes reviewing the individuals service agreement (ISA), behavior plan, health history, overview of the individual and all other pertinent information.
- Completes staff performance reviews at 90 days and then annually.
- Reviews time sheets of employees under their supervision daily for accuracy and making corrections as needed in real time.
- Provides final approval to payroll specialist within payroll timelines.
- Maintains medication administration certification for all individuals on their case load who require medication administration.
- Works closely with Nurse Trainer(s) to ensure any DSPs working with an individual who needs medication administration maintains certification to administer medication safely.
- Works collaboratively and communicates effectively both orally and in writing with individuals, families, guardians, service coordinators, employers, consultants, and other staff to ensure quality of supports.
- Establishes trust and creates a safe, calm, supportive environment by demonstrating tactfulness and good judgment in dealing with individuals, families, employers, home care providers, guardians, families, staff and co-workers, recognizing and respecting a diverse population.
- Identifies and provides support required by creative problem solving, crisis intervention and team facilitation.
- Attends and provides input at ISA, quarterly and other meetings as requested.
- Contributes to budget development and manages individual programs within budget.
- Maintains confidentiality of all personnel and individual information in accordance to HIPAA policy and regulations.
- Takes initiative in order to improve work practices and responds to a changing work environment.
- Recognizes and acts on the legal responsibilities concerning the safety and welfare of the individual.
- Understands and adheres to all relevant policies and procedures.
Education/Experience
BA in Human Services preferred. 3-5 years experience in Human Services or related field with evidence of increased supervisory experience. Direct support experience preferred. ACRE or APSE certification required within 1 year of hire. Required to complete all MDS assigned trainings within first 6 months of hire and then annually.
WORKING CONDITIONS
Employment and Community Program Managers are considered Essential Employees. This classification means that the staff person will be required to work in program and the community as needed. Work schedules vary. Staff are accountable for all hours assigned, are punctual and regular in attendance, and attend appropriate training activities. Flexibility to accommodate individuals served is necessary. Valid driver's license, reliable transportation and 100,000/300,000 auto insurance is required. Mileage reimbursement is available for employment related travel.
Employment and Community Program Managers positions may require medication certification.
Employment and Community Program Managers must pass the following background checks; criminal record, motor vehicles record, Bureau of Adult and Aging Services (BAAS), Division of Child, Youth and Families (DCYF), Office of Inspector General (OIG).
