Job summary

TMPC, Inc. seeks a Program Manager to coordinate all aspects of contract management in Oak Ridge, TN. You will oversee multiple projects ensuring alignment with the program's goals, reporting to the DOE contracting officer and COR.

The role requires a Bachelor's degree or equivalent experience, 10 years of security program work including federal safeguards, and a DOE Q access authorization. On-site start and a one-year commitment are expected.

Qualifications

• Bachelor's degree or four additional years of relevant experience.
• 10 years of security program experience, including 5 years managing DOE or other Federal safeguards and supervising 25+ staff.
• Working knowledge of DOE safeguards and security directives and national personnel vetting rules: 10 CFR 710, SEAD 4, Trusted Workforce 2.0, and 10 CFR 712 (HRP).

Responsibilities

• Serve as the single point of accountability to the DOE Contracting Officer and COR for every Performance Work Statement requirement.
• Direct and supervise all 46 staff through four working leads: hiring, assignment, training, performance, and conduct.
• Run the Quality Control Plan, the worker safety and health program, and all contract deliverables and reports.
• Lead the 30-day transition from the incumbent contractor, including offers to incumbent staff and joint inventories of classified matter.
• Manage risk, subcontracted providers, and vendors.
• Coordinate with DOE federal staff, the site M&O contractors, and other contractors.
